| One of the main goals of China’s "14th Five-Year Plan" is to "improve the efficiency of national governance" and "significantly improve the level of social governance,especially grassroots governance".Under the continuous promotion of the rural revitalization strategy,effective governance within rural community education has become the basic requirement of rural construction.Only by effectively improving the level of effective governance within rural community education,summarizing the successful experience in the governance process,and solving the problems and chaos in the governance process can we promote the high-quality development of rural community education and help the comprehensive implementation of the rural strategy.This study focuses on the internal governance of rural community education in Shandong Province,selects five excellent case demonstration areas of rural revitalization with community education governance characteristics in Shandong Province as research objects,starts from the perspective of self-organization theory,conducts field research on the current situation of internal governance of rural community education in the five demonstration areas,extracts successful governance experience on the basis of analysis and summary,reveals governance problems,and then puts forward countermeasures for effective governance within rural community education,which provides certain reference for the internal effective governance of rural community education in our province.The questionnaire survey method and interview method were used to investigate the actual situation of the five selected excellent case demonstration areas of rural revitalization in Shandong Province,and mainly based on the research results of predecessors and self-organization theory,the effective governance monitoring indicators covering five dimensions of rural community education were summarized,namely governance structure,governance system,governance subject,governance process and governance method,and field research was carried out from the monitoring indicators.Through the analysis of the survey results,it is concluded that the successful governance experience of the five demonstration areas in Shandong Province mainly includes five aspects,namely: maintaining an appropriate open education governance environment,orderly connection of multiple elements of education governance,clear distribution of responsibilities among education governance subjects,extensive democratic channels in the education governance process,and smooth information dissemination methods of education governance.However,it is undeniable that the five demonstration areas in Shandong Province still have some problems in the internal governance of rural community education,including the shackles of the governance structure,the imbalance in the implementation of the governance system,the insufficient capacity of the governance subject,the low-quality feedback of the governance process,and the local cycle of governance methods.Therefore,combining the basic points of self-organization theory and the core essence of rural revitalization strategy,the study puts forward effective governance strategies within rural community education from five major levels: creating an orderly environment for governance structure,building legal standards for governance systems,determining the responsibility distribution of governance subjects,creating a democratic atmosphere in the governance process,and updating the transparency of governance methods. |
