With the continuous development of national economy,social dependence and demand for energy are gradually increasing.As an important part of energy,the oil and gas pipeline network construction industry to ensure its transportation is still in a situation of low profit and fierce competition.Project construction cost is the key to the cost control of oil and gas pipeline network enterprises.Most oil-gas-pipeline construction enterprises have been exploring effective ways to control costs in order to obtain bidding advantages and promote the sustainable and healthy development of enterprises.Scientific engineering project management is the premise for oil & gaspipeline network enterprises to occupy a favorable competitive position in the market,and also the necessary guarantee for People’s Daily production and life energy supply and the rapid development of the city.Therefore,under the background of increasing demand for oil-gas resources and increasingly complex oil and gas pipeline project construction,it is very necessary to study the cost management system with foresight and adaptability to the industry.This paper mainly uses the method of case analysis to launch the full text.Firstly,taking the current situation of cost management of enterprise a as the starting point,this paper makes an in-depth study on the performance and causes of cost overrun,and introduces BIM(building information modeling)management technology to improve and optimize the root problems and management weaknesses.The paper is mainly divided into five parts,and the specific ideas are as follows: firstly,it expounds the cost management theory and BIM management technology theory,and arranges and reviews the relevant literature on the research status of cost management and cost BIM management technology of oil & gas-pipeline-network project,which lays a foundation for the research of this topic;Secondly,it combs and analyzes the current situation of cost management of an oil & gas-pipeline-network enterprise,and then comes to the main problems of cost overrun:(1)the enterprise management system is imperfect;(2)Defects in management organization structure;(3)The management platform is backward(4)the management process is not standardized.The single financial department has been unable to solve many problems analyzed,so it is necessary to apply new technology to optimize the management mode of the whole company and the whole process of project construction.Therefore,according to the cost management problems obtained from the analysis,this paper explains the advantages of BIM-5D technology in solving the above problems and establishes it as the basis of cost management system.Then,it introduces the specific optimization strategies of BIM-5D in organizational structure,management platform construction and implementation process,so as to provide guidance strategies for the smooth implementation of BIM-5D management system in A oil & gas-pipeline-network Enterprise.Then,the efficiency and feasibility of BIM management technology in oil and gas pipeline network project cost management are verified through case analysis,which provides reference and guidance for the popularization and application of BIM Technology in oil & gaspipeline-network project management.Finally,based on the cost management optimization plan of the enterprise,the guarantee measures of the optimization plan are proposed to improve the project cost overruns and cost management problems in place,so as to improve the project cost management ability of A oil & gas-pipeline-network Enterprise.
