The construction of basic facilities for oil and gas field exploitation, oil and gas storage and transportation is progressing rapidly following the continuous rising of global petroleum price as well as the jumping demands for oil and gas resources. The oil and gas pipeline construction will come to a new climax, which will bring new opportunities to the development of long-distance oil and gas pipeline investigation enterprises. But opportunities and challenges are coexistent under the market economy system. The key for an investigation enterprise to gain its advantages in the fierce market competitions is to provide the investigation products of required quality within the time limit and with reasonable cost. Whether an investigation enterprise wills profits and the quantity of the profits depend on the cost control. Quality, schedule and cost are the three main factors judging the management ability of an enterprise and the coordination of them is especially important in practice. Considering the characters of long-distance oil and gas pipeline investigation work, the text discusses how to achieve the optimization management on quality, schedule and cost in the management of investigation project using the theory of"Quality can be simply defined as conformance to requirements"and"The performance standard must be zero defects, not That's close enough"by Philip C. Crosby as well as the general techniques and methods in project management after the analyses of the problems encountered during the practice and the relations among the project objectives. The basis used for optimization management in the text is Work Breakdown Structure. The workflow of investigation project management is summarized and the conclusion is obtained that it is necessary and also practicable for the long-distance oil and gas pipeline investigation enterprises to carry out the project management system in which the project manager takes the responsibilities, that it is not necessary to strive for the best quality for investigation work, and that adequate regulations are the guarantee for achieving the project objectives.
