Research On The Cultivation Path And Policy Guarantee Of The New Kinetic Energy Of Agricultural Management Of Sichuan Farmer Specialized Cooperatives

Practice has proved that the development of new agricultural business entities is not only the main grasp of the Party committee and government at all levels to promote the work of the "three rural areas",but also an important measure to promote the modernization of agriculture in China.Farmer specialized cooperatives have a unique position in the "troika" of new agricultural business subjects,and play an irreplaceable role in helping farmers to increase their income steadily and accelerate the common prosperity in rural areas.Over the past decade,Sichuan farmer specialized cooperatives have achieved a quantitative and qualitative leap in development,which has greatly driven the development of agriculture and prospered the rural economy,but in the new era,they are facing the dilemma of insufficient momentum,which hinders the in-depth development of farmer specialized cooperatives.At present,most of the studies on farmer specialized cooperatives have focused on economic income increase,cooperative development and government support,but there are fewer studies on cultivating new kinetic energy.Based on the theories of domestic and foreign scholars on the business development of farmer specialized cooperatives,this paper firstly compares the kinetic energy of farmer specialized cooperatives in different periods,analyzes the specific paths to cultivate new kinetic energy,and further explores the practical policy guarantee.Through field visits and questionnaire surveys,we focus on the current operation status of Sichuan farmer specialized cooperatives and the problems and needs of farmers,and analyze four new kinetic forces such as organizational production,sales operation,resource allocation,and social services through necessity research.Finally,a regression analysis of the four new dynamic forces and the factors influencing the new dynamic forces was conducted using the one-dimensional linear regression analysis.The main conclusions of this paper are as follows:(1)The new operating kinetic energy of farmer specialized cooperatives that should be cultivated are: resource allocation kinetic energy,sales and operation kinetic energy,social service kinetic energy and organizational production kinetic energy,among which,except for the sales and operation kinetic energy,the other three new kinetic energies are positively correlated with the core function of farmer specialized cooperatives-driving farmers’ income,and the main reason is that the information asymmetry leads to the situation of "poor farmers hurt farmers".Therefore,efforts should be made to solve the problem of information asymmetry in sales and operation kinetic energy.(2)According to the four new kinetic energy,twelve influencing factors were selected for regression analysis,and the correlation between each influencing factor and new kinetic energy was obtained,and the specific countermeasures for cultivating new kinetic energy were obtained.By deducing the regression conclusion,this paper finally finds out the cultivation path of new kinetic energy of farmer specialized cooperatives which accords with local conditions in Sichuan,and on this basis,puts forward corresponding policy suggestions in combination with current conditions to protect the cultivation of new kinetic energy.
