| Since the reform and opening up,my country’s economy,politics,culture,society and ecology have achieved rapid development in all aspects,but there is a certain imbalance in the development balance of the five-in-one development balance caused by the fast-track economic development and resource consumption.Undoubtedly,with the substantial and comprehensive acceleration of my country’s industrialization process,the resulting environmental pollution problems are also intensifying.In order to better coordinate the realistic relationship between natural ecological environmental protection and the overall economic development speed and quality,since 1978,the state and various ministries and commissions have successively promulgated more than 3,000 environmental policies,which are mainly used for the comprehensive implementation of in-depth promotion.All-round protection of the ecological environment will improve the overall quality of my country’s environment.In 2005,the Fifth Plenary Session of the Sixteenth Central Committee of the Communist Party of China proposed for the first time to continuously and actively promote the construction and development of a resource-saving and environment-friendly society(referred to as "two-oriented society"),continue to increase the support for environmental protection policies and guidelines,and further Accelerate the implementation of the protection of natural ecological resources.In December 2007,Wuhan city circle and Chang-Zhu-Tan urban agglomeration were identified as pilot areas for comprehensive reform of the "two-oriented society" construction,and were given the privilege of pioneering policy innovation.Explore and practice.The basic content of this study can be divided into 5 parts.By using the breakpoint regression design method and the synthetic control method,the macro and micro data are respectively studied,and the environmental protection policy is used to analyze the investment decision-making behavior of enterprises in the comprehensive reform pilot area for the construction of a two-oriented society in my country.The main research ideas focus on the following aspects: First,by consulting relevant literature and materials,analyzing and evaluating the methods related to the policy effect,according to the identification and learning of the relevant policy effect evaluation methods and determining the environmental protection evaluation in this paper to achieve the goal of this paper The specific method of the policy’s influence on the investment decision-making behavior of "two-type" enterprises.Secondly,through the literature research and study on the investment decision-making behavior of domestic and foreign enterprises,in this process,the scholars’ research status of the comprehensive reform pilot area for the construction of "two-oriented society" in my country is gradually analyzed.Finally,through the environmental protection policies promulgated in my country in recent years,the present situation of scholars’ research on environmental protection policies in my country in recent years is analyzed.The results of the study found that environmental protection policies have an inhibitory effect on the investment decision-making behavior of enterprises in the comprehensive reform pilot zone for the construction of a "two-oriented society".,Under the influence of environmental protection policies,the investment decision-making behavior of enterprises is more passive.In addition,the time lag in the manifestation of policy effects is consistent with the division of the development process of environmental protection policies by scholars.The total investment in fixed assets in the comprehensive reform pilot area for the construction of a "two-oriented society" is lower than that in the "two-oriented society" construction comprehensive reform pilot area,which is similar to the comprehensive "two-oriented society" construction comprehensive reform pilot area that implements environmental protection policies.In comparison,the in-depth implementation of environmental protection policies will promote a significant increase in the total fixed asset investment in the comprehensive reform pilot zone for the construction of a "two-oriented society".investment behavior."Two-oriented" enterprise is a new enterprise concept and a new development mode of enterprises,which is a new enterprise concept produced in accordance with the needs of the times.Exploring the impact of environmental protection policies on the investment decision-making behavior of enterprises in the comprehensive reform pilot zone for the construction of a "two-oriented society" can provide comprehensive,highly targeted and feasible suggestions for the planning,design and long-term development of "two-oriented" enterprises. |
