Study On Coupling And Coordination Between New Urbanization And Industrial Structure Optimization In Baotou City

The new urbanization plan of Baotou City(2021-2035)clearly points out that promoting people-centered new urbanization is an important support for building a new development pattern,and also a key combination point for deepening supply side structural reform and implementing the strategy of expanding domestic demand,which is conducive to optimizing the economic development pattern,achieving regional coordinated development and driving rural revitalization.Regional new urbanization and industrial structure are interrelated and influence each other.Promoting the development of new-type urbanization and optimization of industrial structure is conducive to strengthening the concentration and flow of population and economic factors,building a new carrier platform for urbanization and chemical industrialization,and realizing new-type urbanization and high-quality industrial development.Baotou city is one of the central cities of Hu-Bao-E-Yu urban agglomeration.Since the reform and opening up,the urbanization rate of Baotou City has been continuously improving,but at the same time,there have been a series of serious social and economic problems,such as the decline of economic aggregate,waste of resources and energy,low quality of urban construction,unreasonable regional industrial structure and so on,which have become the bottleneck restricting the development of local industries and urbanization.Promoting the coordinated development of new urbanization construction and industrial structure optimization in Baotou has important practical significance for realizing industrial transformation and upgrading,improving quality and efficiency,and promoting the high-quality development of new urbanization.Based on the theory of population migration,Kuznets’ per capita income impact theory,sustainable development theory and green development theory,this paper analyzes the coupling relationship between new urbanization and industrial structure optimization.On this basis,the development evaluation index system of Baotou city is constructed,and the development status of new urbanization and industrial structure optimization in Baotou city is described by statistical analysis method.Using the range method and entropy method to calculate the index weight,using the coupling coordination model to evaluate the coordination relationship between new urbanization and industrial structure optimization in Baotou City,using the obstacle factor model to analyze the obstacle factors of coordinated development,and then put forward countermeasures and suggestions to promote the coordinated development of Baotou city.The results show that during the study period,the new urbanization index and the industrial structure optimization index show a rapid growth situation,and their development levels are rising;There is a clear distinction between the new type of urbanization lagging behind and the type of industrial structure optimization lagging behind,and the quality of comprehensive development has been steadily improved;From the development trend of the coupling coordination degree,the coupling level has been improved as a whole.The coordinated development process of Baotou new urbanization and industrial structure optimization has experienced three stages: maladjustment period,transition period and coordination period;From the perspective of influencing factors of coupling coordination,population urbanization,spatial urbanization and rationalization of industrial structure have promoted the improvement of coupling coordination level,while economic urbanization,urban-rural integration and ecological industrial structure have hindered the improvement of coupling coordination level.The impact of social urbanization and advanced industrial structure on coupling coordination still needs to be paid attention to.In this regard,combined with the development status and research conclusions of Baotou City,this paper puts forward suggestions for the coordinated development of Baotou city’s new urbanization and industrial structure optimization from the perspectives of improving the quality of new urbanization to release the urban development potential,realizing green development to promote the transformation of industrial structure to eco-friendly,accelerating the research and development of core technologies and building a scientific and technological innovation system,and coordinating regional development to form a coordinated urbanization pattern.
