With economic development and continuous improvement and progress of enterprise system,more and more enterprises put forward the management concept of "Total Performance Management"(TPM).However,very few enterprises really use performance management well in the implementation process.As the pillar of national economy,state-owned enterprises actively promote performance management under the impetus of reform of state-owned enterprises,but it often find themselves in an unaccustomed climate,so that performance management is reduced to a form,and the performance management system is empty,and "promoting the realization of strategic goals by performance management" becomes empty talk,which does not play a positive role in promoting the development of the company.This study takes company B as the research objective,which is a state-owned enterprise that has been reorganized and merged recently,and the concept,content,tools,and current status of TPM are summarizing the literature.After that,on the basis of theories related to performance management,a detailed analysis was carried out based on the actual situation of Company B.Through questionnaires and in-depth interviews,the problems that emerged in the process of performance management implementation were summarized and the causes were analyzed,such as incomplete performance management process and inappropriate understanding of performance management by the whole company.And then we optimized and updated the current performance management of Company B according to the causes of the problems,and combined with the reform of state-owned enterprises,total wage budget management and other regulations,etc.,and designed a set of performance management model suitable for Company B with the guidance of enterprise strategy and the combination of various methods and tools such as balanced scorecard,360-degree assessment and point system,and proposed optimization of the existing performance management.The comprehensive strength of the company is improved by using performance management as a grip.Through the optimization and implementation of performance management in Company B,this paper hopes to make a good start after the reorganization and merger of Company B,to stimulate the vitality of the staff team,to form a good situation that the whole company works together,to coordinate the development and progress together,to accelerate the pace of innovation and reform,and to promote the stable development of the company,and to provide experience for the performance management of state-owned enterprises.
