| Since June 2019,the newly revised Civil Servant Law of the People’s Republic of China has been officially carried out,which clearly stipulates that the State implements the parallel system of civil servant positions and ranks.According to this new version of Civil Servant Law,the leadership positions and rank sequences of civil servants should be set according to the position categories and responsibilities of civil servants.Under this system,the salary and other benefits of civil servants are determined based on the leadership position,rank and level.After the implementation of the parallel system of civil servants’ positions and ranks in the tax system,the salary incentive brought by it is bound to become an important means of civil servants’ incentive after the merger of national tax and local tax institutions.Based on the parallel system of position and rank,this paper analyzes and studies the satisfaction of civil servants’ salary incentive since the implementation of the system in city A of Yunnan Province.Based on that,the author has employed the customer satisfaction index(CSI)to build a surey indicator system including psychological expectation,perception of salary growth range,perception of salary growth frequency,satisfaction degree of salary incentive and sense of career belonging.Through analysis and research,this paper puts forward the problems existing in the salary incentive of the tax system of A city in Yunnan Province under the background of the parallel position and rank,that is,Compensation incentive needs meet the level dislocation,the salary incentive system does not reflect the difference,the salary incentive has become the product of seniority,and the salary incentive of rank promotion makes some people feel unfair.The reasons for using relevant theories to explore the problems can be summarized into four aspects:The salary incentive for rank promotion is difficult to meet the multi-level needs.The salary incentive of rank promotion often pays attention to health factors and ignores incentive factors.The exciting force of salary incentive of rank promotion is limited,and the salary incentive is not linked to the post and work performance.In view of the existing problems and cause analysis,combined with the actual situation of the tax system of city A in Yunnan Province,this paper explores and puts forward a countermeasure and suggestion suitable for the tax system of city A in Yunnan Province to further improve the satisfaction of salary incentive,that is,it puts forward countermeasures and suggestions from five aspects: ideological understanding,policy implementation,salary system,incentive mode and supervision feedback.In this way,the author aims to further improve the satisfaction of the salary incentive under the background of the parallel position and rank of the tax system of City A in Yunnan Province,and Continuously improve the enthusiasm and cohesion of the taxation civil servants. |
