Construction Of Competency Index System Of Highway Construction Project Manager Under New Infrastructure Background

At present,socialism with Chinese characteristics has entered a new era,and the new era has created new requirements for infrastructure construction.The new infrastructure is the essence of the new era,and the report of the 19 th National Congress of the Communist Party of China clearly puts forward the strategy of "strong transportation" and the historical task of promoting socialist modernization.As the leader,conductor and decision maker of highway construction project management,the highway construction project manager is the most important role in project management,whose ability level directly determines the quality of the project,and whose management experience plays a very important role in ensuring the good performance of the project.Especially in the new situation,due to the informationization of highway construction management,diversification of management mode,intellectualization of management methods and specialization of management personnel,the work content and methods of highway construction project management are constantly changing.The key issue of what kind of inspection and evaluation criteria to set for highway construction project managers,to better train them and to carry out human resource management activities to meet the requirements of new infrastructure in China has received more and more attention and importance.This thesis incorporates theories related to competency in the field of human resources into the evaluation of highway construction project managers,firstly,through the literature research method,exploring the characteristics of highway construction projects in the context of new infrastructure,and on this basis,using the rooting theory to identify the competency factors of project managers,and using the behavioral event interview method to derive 15 competency indicators after open coding and spindle coding of the interview texts.This was also used as the starting point to study and construct a competency index system for road construction project managers,which was specifically categorized into four index levels: professional skills,innovation ability,project management and personal quality.Finally,by conducting the index analysis and application,we further explore the optimized selection decision scheme for road construction project managers and supplement the application of project manager training,which is developed from the four levels of the competency index system to provide theoretical reference for the training of project managers of relevant enterprises in the context of new infrastructure.
