| The printing and dyeing industry is one of the important pillar industries in China to ensure people’s livelihood,employment and export stability,and has developed rapidly during the "Eleventh Five-Year Plan" period.However,as a high employment,high water consumption,high energy consumption,high pollution industry,coupled with the impact of green barriers,economic policies,and international trade,the growth rate of China’s textile imports and exports declined during the "Twelfth Five-Year Plan" period,the growth rate of the printing and dyeing industry began to decline significantly,and the contradiction between development and pollution control became increasingly prominent.During the "13th Five-Year Plan" period,the printing and dyeing industry actively sought a suitable,healthy and sustainable development path,and the remarkable feature is that the printing and dyeing industry began to develop in clusters,that is,the establishment of printing and dyeing industrial parks.Therefore,the management of printing and dyeing industrial parks and the establishment of a circular economy industrial chain are urgent for coordinating economic development and environmental protection,and are also an inevitable choice for the sustainable development of China’s economy and society,which is conducive to the transformation and upgrading of China’s economic development model.Taking Shishi Printing and Dyeing Industrial Park as the research object,this paper uses literature research method,field investigation method,summary induction method and other methods,on the basis of the overview of circular economy theory,and puts forward the development countermeasures of Shishi Printing and Dyeing Industrial Park in view of the overall overview,basic characteristics and existing problems of Shishi Printing and Dyeing Industrial Park.The study shows that shishi printing and dyeing industrial park has problems such as incomplete laws and regulations,lack of circular economy understanding,lack of government service guarantee,insufficient investment in technology introduction,and lack of circular economy talents.Based on this,from the aspects of making full use of circular economy policies,cultivating and implementing circular economy awareness,establishing and improving government service guarantees,introducing circular economy technology funds,and building a circular economy talent platform,the development countermeasures of Shishi Printing and Dyeing Industrial Park are proposed.Among them,make full use of circular economy policies,mainly including applying for financial support,striving for tax incentives,increasing publicity,and improving rules and regulations;Cultivate and implement the awareness of circular economy,mainly including strengthening the awareness of circular economy and optimizing the environment of science and technology education;Establish and improve government service guarantees,mainly including improving development planning,optimizing park design,using information management,and improving management level;The introduction of circular economy technology funds,mainly including the construction of a technical support system and the smooth flow of diversified financing channels;To build a circular economy talent platform,it mainly includes formulating human resources planning,optimizing human resource allocation,and strengthening human resource management.Based on the perspective of circular economy,this paper conducts theoretical research and empirical analysis on printing and dyeing industrial parks from the perspective of sustainable and high-quality development,which makes the research unique,cutting-edge,operational and feasible,and promotes the innovation of research topic selection and research perspective.At the same time,this paper conducts a more systematic and in-depth analysis of the research theme from the aspects of theoretical overview,current situation description,problem analysis,and countermeasure discussion,and realizes the scientific innovation of logical thinking and systematic research content,which has guiding significance and application value for the highquality development of printing and dyeing industrial parks and other related research and practice. |
