From the household contract responsibility system implemented in 1978 to the system of "separation of rights" of agricultural land in 2018,the reform of the rural land system runs through the historical process of more than 40 years of reform and opening up.When the transfer of agricultural land was put forward,it was expected to invigorate rural land resources,promote the development of rural industrial economy and improve the efficiency of agricultural production.However,at present,both the frequency and intensity of agricultural land transfer need to be improved,and the rural economy may face the double dilemma of the bottleneck period of agricultural land transfer and the weak growth of agricultural production efficiency.Correctly dealing with the relationship between farmers and farmland is not only the key entry point of the rural revitalization strategy in the new era,but also the core issue to ensure the stability of farmers’ agricultural production efficiency.It is necessary to clarify the effect of agricultural land transfer on agricultural production efficiency,and deeply analyze the difference between the effect of farmland transfer on the transfer-in household and the transfer-out household.Jilin Province is one of the important major grain producing areas in China.At the same time,driven by national policy support and its own internal driving forces,social and economic development is relatively backward,with a large proportion of agricultural population and low income.Shouldering the important task of using agricultural land resources to increase agricultural production and farmers’ income.Under this background,this study adopts the research paradigm of "characteristic analysis-influencing factors-effect" based on 363 peasant household questionnaires from 9 towns and 18 sample villages in 9 cities(states)of Jilin Province.on the basis of carefully combing the current situation of farmers’ farmland transfer and personal family characteristics in the study area,the influencing factors of farmers’ transfer into and out of farmland are compared,and the agricultural production efficiency of various types of farmers is calculated.The ATT value before and after transfer is calculated by using the counterfactual efficiency obtained by PSM,the effect of agricultural land transfer on agricultural production efficiency is analyzed,and the corresponding policy enlightenment is put forward.The research results can provide guidance and reference for the exploration and practice of agricultural land transfer policy in Jilin Province and even in the rural areas of the country.The main conclusions of this study are as follows:There are differences in the influencing factors of farmland transfer among different types of farmers.Among the 13 selected factors,education level,health status,family members’ political experience,agricultural training and village economic level all play a significant role in promoting farmland transfer behavior.Age,family burden coefficient,number of family social security participants,household contracted cultivated land area and village geographical environment all play an obvious role in promoting farmland transfer behavior.the fragmentation of cultivated land and the economic level of the village promoted both the transfer behavior and the transfer behavior of rural land,while the maximum tillage radius had no obvious effect on the behavior of farmland transfer.The effect of agricultural land transfer on agricultural production efficiency of different types of farmers is different.Agricultural land transfer can improve the technical efficiency and scale efficiency of agricultural production by optimizing farmers’ contracted farmland resources,their own labor resources and household capital allocation efficiency,so as to improve the efficiency of agricultural production.Through the empirical analysis of the PSM model,we can know that farmers can effectively achieve the optimal allocation of land as a factor of production through agricultural land transfer,and the growth rate of comprehensive efficiency of transferred households is higher than that of transferred households,the change range of technical efficiency between them is relatively small,and the growth range of technical efficiency of transferred households is slightly lower than that of transferred farmers.Through the transfer of agricultural land,the transferred households can expand the operation scale within their own capacity,which can better apply agricultural technology to the process of agricultural production,which is conducive to the improvement of scale efficiency and technical efficiency.Through the transfer of agricultural land,the transferring households can transfer the surplus land that they are unable to manage,which can obtain a certain amount of capital income,which will alleviate the economic pressure of their investment in the production of surplus agricultural land,and at the same time,it can also alleviate the pressure of their lack of labor force,so that the agricultural production efficiency of their surplus agricultural land will be improved.
