| At present China’s clean coal heating emissions ratio is relatively low some remote areas in winter clean heating is still mainly scattered coal and coal burning poor air quality causing serious pollution to the environment.Heating problem is closely related to the lives of the vast masses of people in northern China’s major livelihood issues related to whether residents can warm winter so vigorously promote clean heating is imminent.Clean coal as one of the clean way of heating central heating main forms including reach ultra-low emissions coal-fired cogeneration and large coal-fired boiler heating coupled with the heat-supply system to residents heating its advantages are high environment protection requirement the cost is low to safeguard the livelihood of the people to keep warm in cities and towns to meet demand realize clean heating reduce air pollutant emissions plays an important role.Therefore the construction of central heating project has been paid more and more attention by the government and enterprises.However the introduction of risk management into urban district heating projects in China is short the industry risk research and management experience is insufficient and even many practitioners have deviation in the risk perception of district heating projects so this study has a certain theoretical and practical significance.Taking A central heating project as the research object this paper conducts an in-depth study on the risk management of the research object from the perspectives of risk identification risk assessment and risk response of engineering project risk management.Firstly this paper systematically expounds the background purpose and significance of the research and then makes a detailed review of the literature on risk categories risk assessment methods and risk response measures of heating projects in recent years.Then it lists the concept and theoretical basis of risk risk management and project risk management.Then through literature analysis Delphi method the work breakdown structure for the research object of risk factors for identification and determine the risk list after determine the risk list through the analytic hierarchy process(ahp)to determine the weights of risk factors and using the fuzzy comprehensive evaluation method to determine the risk factors of risk level and assess the overall risk level of the research object.Then by summarizing the characteristics of the project and the results of risk evaluation the risk coping strategies and measures are put forward.Finally the research results are summarized and the research prospects and shortcomings are pointed out.Through the study it is concluded that the risks of A district heating project are controllable among which security risk technical risk and management risk are of high grade and should be paid close attention to.The evaluation results are basically consistent with the key work of A central heating project which is expected to provide some reference and guidance for the third phase of the project. |
