| China is a socialist country based on public ownership,with public ownership as the mainstay and diversified ownership developing together.Collective economy is an important part of public ownership economy,which is divided into rural collective economy and town collective economy.Rural collective economy plays an important role in the process of socialist economic construction,is the material basis for improving rural development conditions,is an important pillar of rural socialist economy,and is also a main means to solve people’s livelihood problems.The report to the 19 th NATIONAL Congress of the CPC pointed out that agriculture and rural farmers are fundamental issues concerning the national economy and people’s livelihood.It decided to implement the rural revitalization strategy,deepen reform of the rural collective property rights system,protect farmers’ property rights and interests,and explicitly set out the need to develop and strengthen the rural collective economy.Developing and strengthening rural collective economy is an important starting point for rural revitalization,an important guarantee for improving the organizational capacity of rural grassroots Party organizations and the ability to serve the masses,the only way to achieve common prosperity,and the inevitable choice to make agriculture stronger,rural areas more beautiful,and farmers richer.Thus,it is of great significance to study the problem of rural collective economic development.To thoroughly implement the spirit of General Secretary Xi Jinping’s important instructions on developing and strengthening village-level collective economy,and meet the needs of profound changes in the internal and external environment and conditions of rural reform.In 2017 the central Treasury study develop the rural comprehensive reform pilot trial implementation plan,R city is listed as the pilot,to explore the way of developing rural collective economy,has introduced the development agricultural collective economic policy,policy and capital sinking into the village,the village collective economic development has played a certain role in promoting.However,whether the policy formulation is reasonable and whether the policy implementation can achieve results will have an important impact on the development of rural collective economy.This paper takes the rural collective economy as the research object,uses literature research method,interview method,questionnaire survey method and other survey methods to grasp the development status of the rural collective economy in R City,especially the problems highlighted in the development process of the rural collective economy after it is identified as the comprehensive rural reform pilot.This paper analyzes the predicament of rural collective economic development and puts forward policy optimization suggestions according to the actual situation of R City.This article through to the R city rural collective economic development research,as well as to the H village of in-depth investigation,found that under the background of rural revitalization of rural collective economy development team ability is weak,there is a team of human resources are short,fiscal support dependence is strong,its own hematopoietic capacity and resources mining is not thorough,the plight of single industry development.According to the field survey,questionnaire survey and analysis of various data,it is concluded that these problems are mainly caused by insufficient talent supply,difficult implementation of support policies,weak guidance of industrial projects and other reasons.Three optimization strategies are put forward,namely,training new rural talents by selecting village leaders and optimizing talent training policies;Through perfecting incentive measures,perfecting supervision system and optimizing financial support policies;Create brand by guiding and improving quality,introduce enterprises to realize interest connection and optimize industrial development policies. |
