Since the reform and opening up,our country has made great achievements in the fields of economic growth, improvement of people’s livelihood and poverty reduction, but there is still a long way to go before the Chinese dream of a fully Xiaokang and Chinese Dream country can be realized. On the one hand, the development gap between urban and rural areas and the income distribution gap of residents in our country are still large, and the quality and level of urbanization need to be improved,in addition to the labor market in many manufacturing enterprises“Labor shortage” and rural labor“Back flow” of the coexistence of the embarrassing situation, our country’s industrial structure adjustment and upgrading pressure to further increase. The 18 th National Congress clearly pointed out that we need to further promote strategic adjustment of the economic structure and accelerate the transformation of the mode of economic development. In the process of economic structure transformation and urbanization, the rural migrant labor force plays a very important role.Rural transferred labor force, also known as migrant workers,is a special group formed under the dual economic structure of urban and rural areas and the traditional household registration system in our country for a long time. The transfer of rural labor force to the city brings a continuous supply of labor force for the industrial development of the city, which makes the urban industrialization develop rapidly. At the same time, the rural labor force expands the urban population, drives the development of the tertiary sector of the economy, and also makes the cities themselves continuously expand, accelerating the process of urbanization.Based on a survey of Ulanqab migrant workers in Inner Mongolia, this paper analyzes their return intention and its influencing factors, and divides them into two generations according to their ages, the old generation of migrant workers are more willing to return than the new generation of migrant workers, and using binary Logitech regression analysis found that, the marital status, children and social integration of migrant workers will affect the old generation of migrant workers and the new generation of migrant workers return willingness(married, children, low social integration of migrant workers are more likely to return); The education level and the nature of housing have a significant impact on the return willingness of the new generation of migrant workers(the low-educated,the new generation of migrant workers are more likely to rent housing); The factors such as monthly income, whether wages are in arrears and social security have significant effects on the return willingness of the older generation of migrant workers(the older generation of migrant workers with lower monthly income, wages in arrears and social security are more inclined to return). The government should strengthen the construction of infrastructure, increase the investment in education, provide skills training, raise the awareness of farmers to participate in insurance, protect their rights, and strengthen the sense of belonging of migrant workers returning home, reasonably and orderly guide the new generation of migrant workers and the old generation of migrant workers to return home to start a business and employment,so as to promote local economic development.
