Research On Performance Evaluation And Optimal Allocation Of Targeted Poverty Alleviation Funds In Qingxin District,Qingyuan City,Guangdong Province

In November 2013,when general secretary Xi Jinping visited Xiangxi in Hunan,he put forward the important idea of "precision poverty alleviation" for the first time,and then made specific arrangements for the nationwide poverty alleviation work.In recent years,Qingxin District of Guangdong Province has increased investment in targeted poverty alleviation,striving to achieve the orderly withdrawal of all the remaining poor and poor villages by the end of June 2020.Although the targeted poverty alleviation in Qingxin district has achieved remarkable results,there are still some problems,such as the imbalance between the relatively poor and non poor villages,the performance of the use of aid funds to be improved,and the poor households' quality of poverty alleviation is not stable.Therefore,combining with the actual situation of Qingxin District,building a set of performance evaluation system for the use of targeted poverty alleviation funds and scientifically evaluating the use performance of targeted poverty alleviation funds will play an important role in improving the use efficiency of targeted poverty alleviation in Qingxin district and optimizing targeted Poverty Alleviation Policies.First of all,on the basis of combing the research on anti-poverty,financial performance evaluation and targeted poverty alleviation at home and abroad,this paper expounds the theoretical methods on the management and use of poverty alleviation funds and the construction of evaluation index system,so as to lay a theoretical foundation for the follow-up of this paper.Secondly,it introduces the basic situation of the use of poverty alleviation funds since the targeted poverty alleviation work was carried out in Qingxin district.On the one hand,it expounds the purpose,principle,content and process of the evaluation model of the efficiency of the use of targeted poverty alleviation funds in Qingxin district.On the other hand,the paper introduces the selection principle of evaluation model,data analysis method DEA model and Malmquist index analysis method.Thirdly,based on the input-output index of poverty alleviation fund,using DEA model and Malmquist index analysis method,the paper analyzes the comprehensive efficiency of poverty alleviation fund use in Qingxin District,interprets the efficiency of precise poverty alleviation fund use in Qingxin district one by one,analyzes the improvement potential of poverty alleviation fund in each township through vrs-dea model,and concludes that Combined with the above mathematical model analysis results,we can get the problems in the use of poverty alleviation funds in Qingxin district.Finally,this paper puts forward reasonable and practical suggestions to improve the efficiency of poverty alleviation funds from the aspects of dynamic and accurate identification of poverty objects,overall planning of poverty alleviation resources,and improvement of poverty alleviation fund allocation procedures.This paper hopes that this study can provide theoretical guidance and meaningful reference for the follow-up research and policy-making.
