The emergence and development of manufacturing virtual industry cluster provides a new scene for cooperative technology innovation.However,the complex structure and social environment of virtual industrial cluster are destined to lead to the diversity of cooperative technology innovation risks.At present,many scholars carry out risk studies on specific projects or single aspects of cooperative technological innovation,which lacks comprehensiveness and universality.In order to guarantee the smooth progress of cooperative technology innovation in manufacturing virtual industry cluster,it is particularly important to comprehensively identify its risk factors and carry out risk evaluation.Based on the research of manufacturing industry,virtual industry cluster and cooperative technology innovation,this paper clarifies the characteristics of cooperative technology innovation in manufacturing virtual industry cluster and comprehensively analyzes its risk factors.Combined with Fuzzy clustering,Rough set and other theories and methods,the general applicable risk evaluation index system and risk evaluation model are established.Firstly,the cooperative technological innovation process in manufacturing virtual industry cluster is divided into four stages,and the main tasks of each stage are defined.Thus,the risks in the cooperation process are analyzed,and 31 risk factors are obtained,which are classified into seven categories,including technical risk,operational risk,cooperation risk,policy andlegal standard risk,market environment risk,natural environment risk and social and cultural risk.And the risk factors are classified and integrated according to the risk sources to form a preliminary risk evaluation index system.Secondly,the risk evaluation index optimization model is built based on fuzzy clustering and rough set theory.With the help of MATLAB R2016b software,the index weight is analyzed and the indexes whose weight value is lower than the threshold are removed.There are 25 risk evaluation indexes after optimization.Finally,through comprehensive measurement,the risk indexes that have great influence on technological innovation of cooperation in manufacturing virtual industry cluster are determined,which are network information security,information sharing among organizations,and cluster financing risk.The risk evaluation model is constructed by AHP and Fuzzy Comprehensive Evaluation.Based on the theoretical research results,the risk evaluation index system and risk evaluation model are applied to Z virtual industrial cluster,and five risk factors with high risk level are obtained,which are exit access mechanism of cluster,property rights independence of member organizations,network information security,decision-making ability of core organizations,and information sharing among organizations.And put forward targeted risk control measures,such as perfecting the virtual industrial cluster exit access mechanism,adjusting the organization property right structure,improving the network information security guarantee of interactive system,improving the decision-making ability of core organizations and improving decision-making procedures,promoting information sharing among member organizations.
