| Based on the requirements of scientific and technological innovation,the improvement of scientific research project management efficiency has gradually become the necessary guarantee for scientific research innovation to "improve quality and efficiency".As an important organization for scientific and technological research and development,the S Computing Center is of utmost importance in analyzing,evaluating,and improving the management of scientific research projects.Improving the efficiency of scientific research project management can effectively ensure its overall operational efficiency,thereby comprehensively and effectively improving the level of scientific research and development.By systematically analyzing the theoretical basis and literature review,and sorting out the current status of research project management in S Computing Center,and evaluating the management efficiency of the center’s current research projects,possible effective improvement directions in research project management can be identified.Taking human,financial,and material aspects as input factors,and technological and social benefits as output factors,using DEA data envelopment analysis,it was found that the overall management efficiency of S computing center still needs to be improved,and specific measures should be taken to improve management methods and optimize resource allocation.On this basis,a semi-structured interview was conducted to summarize the existing problems and analyze the root causes of the S computing center project management status and reasons.After the above steps,in the process of scientific research project management,the S Computing Center still faces the following problems:(1)there are shortcomings in talent team construction;(2)The positioning of the scientific research team is not accurate,and the research field segmentation direction of the scientific research project is not clear;(3)Lack of strict supervision and the existence of imperfect and incomplete scientific research management systems;(4)The effect of ’putting management into service’ is not good.The reasons for the problems can be identified from the three stages of project initiation,implementation,and acceptance:there are problems in the formation of research teams,coordination of research teams,and allocation of research resources during the project initiation stage;There are problems in the management system and process of scientific research projects during the implementation phase;There are issues with evaluation indicators during the acceptance stage.Based on efficiency analysis and problem analysis of the current management situation,this article continues to propose targeted improvement measures.Following the principles and ideas of improving scientific research project management,this article believes that improvement and enhancement should be carried out separately from the project initiation stage,implementation stage,and acceptance stage.In order to improve the overall effectiveness of the improvement plan,it is also emphasized that corresponding implementation guarantee measures should be proposed from three aspects:strengthening organizational construction,improving corresponding mechanisms,and ensuring personnel training,to ensure that the improvement implementation process can be effectively guaranteed.Finally,based on the above analysis,this article provides an effective evaluation of the efficiency of scientific research project management at S Computing Center.Through in-depth interviews,the problems and causes of S Computing Center’s current scientific research project management are explored in depth,and improvement paths are proposed based on this.This contributes to the improvement and improvement of S Computing Center’s scientific research project management effectiveness,and provides reference significance for other organizations’ scientific research project management work. |
