Research On The Policy Of Smart City In Capital Circle Based On Text Analysis

As an important event of human progress in the 21 st century,China's urbanization plays an irreplaceable role in the development of the political,economic,and social fields.However,with the rapid expansion of urban construction,the problem of “urban diseases” has severely restricted the sustainable development of the economy and society.How to achieve unlimited urban growth on the basis of limited resources? The “Smart City” has become a common choice for all countries in the world.China's capital cities also use this as a way out and are committed to building world-class smart city groups.Smart city policies provide important support for the development of smart cities.This article takes the metropolitan area smart city policy as the research object,and through the comprehensive and systematic collection and screening of all relevant policies up to 2017,we finally get 124 policy samples.Then use text analysis to analyze the 124 types of policy statistics and quantitative analysis of 329 policy texts based on the two-dimensional analysis framework of policy tools and application types,to study the characteristics and preferences of the metropolitan government in the development of smart city policies,for the corresponding deficiencies proposed improvement path.The study finds that the number of smart city policies in the metropolitan area has risen overall with the year and the growth rate has gradually increased,with a phased character;The distribution of the policies in the urban areas has obvious differences and presents different levels;There are various types of policy texts,“Constraints” and “guidance” are the main ones,and more emphasis is placed on the guidance of the management implementation process;The policy-making subjects are more independent and have weaker coordination;The contents of the policies cover a wide range of areas,and e-government concerns are highest.There are various types of policy tools used in the construction of smart cities in the metropolitan area,but there are structural imbalances and low degree of coordination;Policy tools cover most areas of government,markets,and society in the construction of smart cities,but they are biased in specific applications and convergence is strong.For the issues of unbalanced overall coordination,weak legal system,limited participation,and unbalanced policy tools exposed in the smart city policy system,this paper puts forward corresponding policy recommendations: strengthening the coordination between government departments and regions,strengthening laws and regulations on policy formulation structure,give full play to the initiative of many entities such as the market,and improve the application structure of policy tools.
