| During the "13th Five-Year Plan" period,the state made great efforts to deepen the reform and development of state-owned enterprises.The CPC Central Committee and the State Council issued a series of policies and documents,ranging from the "1+N" top-level design to the "Ten Reform Pilot Projects" and "Double Hundred Actions" to guide the direction of the reform and development of state-owned enterprises.The "14th Five-Year Plan" is the basic year of China’s second century goal,and it is also the implementation and promotion stage of the reform of state-owned assets and state-owned enterprises at the property right level.The future development of state-owned enterprises is clearly based on "high-quality development" and building "world-class enterprises," and extends to four directions: focusing on industrial main business,improving independent innovation,adjusting industrial structure and strengthening open cooperation.Under this policy background,in the opening year of the 14 th Five-Year Plan,City B Investment Co.,Ltd.invested and established BBCT Intelligent Parking Management Co.,Ltd.,a wholly-owned subsidiary,to lay out the parking industry in City B,further strengthen the new positioning of urban comprehensive service provider,and supplement the development shortcomings of single income source and low marketization degree of government platform company.In the year when BBCT Smart Parking Management Co.,Ltd.was established,BBCT Smart Parking Management Co.,Ltd.excellently completed the established annual objectives,but there were certain defects in the process of performance appraisal management of BBCT Smart Parking Management Co.,Ltd.,which led to the failure to give full play to the incentive and promotion role of performance appraisal.According to the research logic of finding problems,exploring reasons,involving optimization schemes and putting forward safeguard measures,and on the basis of learning from classical performance appraisal theories and tools,this paper takes BBCT Intelligent Parking Management Co.,Ltd.as the target object to carry out research,aiming at improving its performance appraisal index system and improving its performance management.So as to further enhance the business performance and promote the long-term development of enterprises.Specifically,through questionnaires and interviews,this paper finds that there are some shortcomings in the performance appraisal of BBCT Intelligent Parking Management Co.,Ltd.,such as the shallow awareness of performance appraisal,the unscientific selection and weight setting of performance appraisal indicators,and the inadequate application of performance appraisal results.The existing appraisal index system can not adapt to the development of enterprises;In the process of optimizing the index system,the classical performance tools and ideas such as key performance indicators,critical success factors and balanced scorecard are used for reference to construct a new index system,and the analytic hierarchy process is used to make the index weight more scientific;Finally,it puts forward a series of methods for the application of performance appraisal results and the safeguard measures for the implementation of the appraisal system,which is conducive to the realization of the optimized performance appraisal index system.The optimized performance appraisal index system of BBCT Intelligent Parking Management Co.,Ltd.can meet the needs of enterprise development at the present stage.It has been expanded from the original assessment of only 2 performance indicators to a threedimensional index system consisting of 2 major items,5 first-level indicators and 14 secondlevel indicators.The assessment indicators are diversified and systematic.Under the condition of attaching importance to enterprise performance assessment,strengthen the assessment of internal management of the enterprise.Financial management,comprehensive management,technical management and other aspects.It is helpful to improve the internal management level of the company,so as to provide internal guarantee for better realization of performance objectives.This paper aims to solve the problems encountered in the actual process of performance appraisal by optimizing the performance appraisal system of BBCT Smart Parking Management Co.,Ltd.,and at the same time provide certain reference and reference significance for the same type of related enterprises in the optimization of performance appraisal. |
