Research On The Supervision Of Operational State-owned Assets In B County Of Shandong Province

In recent years,the CPC Central Committee and the State Council have attached great importance to the reform of the state-owned assets management system,and the Central,provincial and municipal governments have been actively exploring the reform paths of operational state-owned assets supervision,and achieved some results.The supervision of county-level operational state-owned assets is faced with many practical problems,such as personnel,capital,management and so on.Faced with the deepening supervision of operational state-owned assets,the reform of state-owned enterprises and the task targets issued by the higher levels,the supervision departments and state-owned enterprises at the county level face many difficulties and obstacles.This thesis takes B County of Shandong province as an example,B county operational state-owned assets supervision mainly refers to the supervision of county-owned enterprises.Firstly,it summarizes the research on the supervision of state-owned assets at home and abroad,explains the related concepts of state-owned assets,operational state-owned assets,operational state-owned assets supervision,and state-owned capital gains,this thesis summarizes the theory of enterprise property rights,the theory of principal-agent and the theory of government supervision.Secondly,starting from the current situation of B county’s operational state-owned assets supervision in Shandong province,this thesis analyzes and compares the three stages of B county’s operational state-owned assets supervision by means of case analysis,comparative analysis and interview,they are the disorderly supervision stage,centralized and unified supervision stage and the state-owned assets supervision stage with the management capital as the main.Then,it introduces the general situation of B county’s operational state-owned assets,B county’s operational state-owned assets supervision institution,functions and supervision methods,and summarizes the achievements of B county’s operational state-owned assets supervision,the supervision system of state-owned enterprises has been established step by step,which has solved the problem of inefficient idle assets,stimulated the vitality of state-owned enterprises and demonstrated the social responsibility of state-owned enterprises.At the same time,it also points out that there are many problems such as multi-management,lack of ability of supervision team,narrow supervision scope and single supervision mode.At last,this thesis analyzes the reasons of the above problems in the supervision of the operational state-owned assets in B county,based on the relevant theories,the domestic and foreign research results and the successful cases of the counties and districts in China,and put forward practical suggestions:to perfect the supervision system of state-owned capital,to clarify the powers and responsibilities of the state-owned capital Supervision Institution,the competent departments of the industry and the state-owned enterprises,and to construct a scientific and effective supervision mechanism,we will improve the rules and regulations for the supervision of state-owned assets and standardize the mode of supervision,we should innovate the methods and methods of supervision,optimize the contents of supervision,clarify the procedures of supervision,determine the scope of supervision,and realize the full coverage of supervision;and strengthen supervision,we will create specialized regulatory bodies,strictly implement regulatory systems and build regulatory information platforms.
