5G technology is entering the scale development stage,and the resulting digital demand is growing,expanding the market space of the communications industry.The traditional communication service as the main business of the communication operators gradually fall into the bottleneck of business expansion,facing the homogenization of market competition,sluggish revenue growth and other situations,business focus gradually shift to the emerging government and enterprise business,how to maintain a rapid and stable breakthrough in the government and enterprise market,is an urgent consideration for every communication operators.In the face of fierce competition in the government and enterprise market,China Mobile Jilin(hereinafter referred to as "Jilin Mobile")is in a serious situation in the development process,and still faces many challenges in its strategic development,such as a single product structure,insufficient customer loyalty,and support capabilities to be improved.Therefore,clarify the development strategy of government and enterprise business,enhance the core competitiveness of the company,gradually solve the existence of shortcomings and enhance the dynamics of the enterprise,is the first task that Jilin Mobile should think about in the future development of government and enterprise business process.The government enterprise business aims to provide communication services to governments,large enterprises,and other group units,and is an important component of future revenue growth in the communication industry.As the main communication operator in Jilin Province,Jilin Mobile has basically achieved its expected revenue targets in 2021 and 2022,but overall profits have actually decreased.The main component of the company’s current revenue is the basic communication business,and the growth and development of users are showing a peak trend.The initiative to increase revenue is gradually slowing down,and the revenue structure needs to shift to the government enterprise market.Through analysis,it was found that the development of Jilin Mobile’s government and enterprise business operations is lagging behind,the scale of business value is not significant,the independent capabilities of products,projects,and other aspects are insufficient,and the core business still has dependencies,leading to the lack of dominant advantages and significant pressure on the growth of government and enterprise market revenue.When examining the actual development situation of Jilin Mobile,this article analyzes the current macro environment.In the short term,a series of policies such as increasing speed and reducing fees have compressed business profits.However,from a long-term development perspective,government support policies and the development of the digital economy are expected to have a positive impact on the industry.By studying the internal environment of the company’s resources and capability dimensions,a detailed analysis was conducted on the opportunities,risks,strengths,and weaknesses faced by Jilin Mobile.Four strategies were identified using SWOT analysis tools,and a growth oriented strategy(SO)was selected as the main strategy for the development of government and enterprise business,adapting to Jilin Mobile’s own situation to better adapt to market opportunities and changes.This paper selects Jilin Mobile as the target of the study,specifies the strategic objectives of high-quality sustainable development,capturing the dominant position in the region,maintaining rapid growth of government enterprise revenue,and gaining more profits,determines the development strategy of government enterprise business according to the existing problems of the company at different levels,and analyzes the pain points and difficulties,based on which a government enterprise business development strategy suitable for the characteristics of Jilin Mobile is formulated.The implementation plan,taking into account the characteristics of the company’s state-owned enterprise system and the competitive features of the communications industry,proposes a strategy implementation guarantee to guide Jilin Mobile to invest in the construction of basic resources for the government and enterprise business,customer relationship maintenance,professional talent training and capacity enhancement,optimize the management system structure,thus enhancing the core competitiveness of the company’s business development,actively expanding market share,and promoting Jilin Mobile’s government and enterprise business Business revenue scale and sustainable improvement.
