Research On Industrial Docking In The Yangtze River Delta Region

On December 1,2019,the State Council issued the Outline of the Yangtze River Delta Urban Agglomerations Development Plan,which included the whole region of Anhui Province into the Yangtze River Delta Urban Agglomerations,and the national policies on northern Anhui,the underdeveloped region of the Yangtze River Delta Urban Agglomerations,have been introduced successively.On October 21,2020,the National Development and Reform Commission issued several Policies and Measures to promote the Construction of The Industrial Transfer Cluster Area in North Anhui province.On December 1,2021,the National Development and Reform Commission issued the Implementation Plan of Shanghai,Jiangsu and Zhejiang City Cooperation and Assisting Cities in Northern Anhui,which officially opened the prelude to the industrial transfer of Shanghai,Jiangsu and Zhejiang eight cities(districts)in northern Anhui,and accelerated the process of integrating northern Anhui into the Yangtze River Delta Urban Agglomerations.At present,there is little research on the industrial docking between the paired cooperation and assistance cities.From the perspective of research,this paper takes the Yangtze River Delta Urban Agglomerations as the research object,considering the ability of the assisted cities to undertake industrial transfer,while considering the industrial selection of both sides in the process of industrial transfer.Most of the existing studies are conducted on the ability of Anhui province or northern Anhui to undertake industrial transfer,but there are few studies on the industrial selection of the eight cities in northern Anhui in the process of industrial transfer in the underdeveloped areas of the industrial agglomeration.From the perspective of research methods,this paper integrates various disciplinary methods such as regional economics,industrial economics and economic geography,and constructs a complete framework of the industrial docking in paired cooperation and assistance cities.The existing researches mostly study the undertaking of industrial transfer at the provincial level from the perspective of regional economics and industrial economics,but the few scholars integrate various disciplines to study the industrial connection at the municipal level.This paper makes an in-depth analysis of the industrial docking foundation of the paired cooperation and assistance cities,and comprehensively evaluates the industrial undertaking ability of the assisted areas while considering the convergence of economic growth of both sides.Later,the industrial agglomeration index and the industrial gradient development model were systematically analyzed and demonstrated the industrial choice in the process of undertaking industrial transfer.At the theoretical level,the study of how to help the paired cooperation and assistance cities to undertake industrial transfer can provide some reference for the underdeveloped areas to undertake industrial transfer in developed areas,and further enrich the theory of undertaking industrial transfer.At the practical level,it can also coordinate the relationship between the eight cities in northern Anhui and Shanghai,Jiangsu and Zhejiang eight cities(districts),optimize the industrial structure of both sides,promote the regional integration of the Yangtze River Delta Urban Agglomerations,and also provide some reference for the paired cooperation and assistance cities in other regions of the country.On the basis of the existing literature,this paper with industry life cycle theory,industrial gradient transfer theory and other theoretical basis,with regional economic balanced development as the goal,according to the "docking basic analysis-undertake industrial transfer comprehensive ability evaluation-industry choice" research ideas of how to undertake the paired cooperation and assistance cities’ s industrial transfer.This paper first intends to combine the overall planning of the Yangtze River Delta Urban Agglomerations to Jiangsu,Zhejiang,Shanghai and Anhui provinces,Analyze the docking basis of the paired cooperation and assistance cities,Including the current situation of the economic aggregate,per capita GDP and industrial structure of each city,Geo-economic relationship between cities and the convergence of economic growth within the eight cities in northern Anhui and the β convergence of economic growth of assisted cities and assisted cities;next,The comprehensive ability of the help of the cities to undertake industrial transfer is evaluated through the entropy weight method and the linear weighted method;once more,According to the industrial life cycle theory and the gradient development theory,Building the industrial static agglomeration index,the industrial dynamic decoupling index model and an improved industrial gradient coefficient model,Analyze the industries with transfer trend in Shanghai,Jiangsu and Zhejiang eight cities(districts)in the paired cooperation and assistance cities and the industries with undertaking advantages in northern Anhui,So as to determine the industrial choice and transfer path of helping cities to undertake industrial transfer.Finally,according to the above analysis results,the corresponding policy suggestions are put forward to realize the balanced development of the Yangtze River Delta Urban Agglomerations.The study results are as follows:First,in terms of the geographical relationship between the paired cooperation and assistance cities,Shanghai,Jiangsu,Zhejiang and Anhui pair cities are generally in a strong complementary geographical relationship.It shows that there is a complementarity in labor efficiency,capital conversion efficiency between the eight cities in northern Anhui and the eight cities(districts)in Shanghai,Jiangsu and Zhejiang and the three industries.The pairing cooperation between eight cities in northern Anhui and Shanghai,Jiangsu and Zhejiang cities(districts)can accelerate the integration of northern Anhui into Yangtze River Delta Urban Agglomerations and achieve win-win situation;on the one hand,northern Anhui can obtain more capital and technology to undertake industrial transfer;on the other hand,Shanghai,Jiangsu and Zhejiang eight cities(districts)can also expand the market to northern Anhui.Second,in the paired cooperation and assistance cities’ s economic growth convergence,through the pair cooperation and assistance cities economic growth convergence σ test and conditional convergence β test: on the one hand,north Anhui internal economic gap is smaller,the regional development is relatively balanced,the northern Anhui eight overall with Shanghai,Jiangsu and Zhejiang eight cities(districts)industry docking is very important.On the other hand,in terms of economic growth rate,the eight cities of northern Anhui and the eight cities(districts)of Shanghai,Jiangsu and Zhejiang have the ability to keep up with the eight cities(districts)of Shanghai,Jiangsu and Zhejiang,with great economic growth rate and economic development potential.If the northern Anhui area want to narrow the gap with Shanghai,Jiangsu and Zhejiang eight cities(districts),the basic way is to develop local advantage industry,improve the level of their manufacturing and focus on the development of export-oriented industrial economy,efforts to improve the level of the regional industrial transfer and provide convenient conditions,and actively carry out technical cooperation with developed areas,improve the level of local manufacturing.Third,in terms of the ability to undertake industrial transfer,this paper focuses on the entropy right method and the comprehensive evaluation of the subdivision ability of the whole eight cities of northern Anhui through the entropy right method and the weighted average method.It is found that both the overall ability to undertake industrial transfer in northern Anhui province and the ability to undertake industrial transfer,industrial development capacity and industrial support capacity of each city all show a rising trend.However,due to the epidemic,the industrial attractiveness of various cities has declined.Fourth,in terms of industry selection,according to the comparative advantage theory and the analysis of the industrial static agglomeration index and the industrial dynamic decoupling index,this paper found that which specific industries of the paired cooperation and assistance cities are more likely to transfer.Secondly,according to the gradient development theory,calculate the improved industrial gradient coefficient of the cities of northern Anhui,and finally determine the appropriate industry and optimization path of the paired cooperation and assistance according to the above quantitative analysis results.
