| The report of the 19 th National Congress of the Communist Party put forward the strategic goal of building a strong country in science,technology and Internet,and a digital China emphasizing that innovation is the primary driving force for development.The rapid development of a new generation of information and communication technologies represented by the Internet,which is deeply integrated with various fields of the social economy,is reshaping China’s economic and geographical pattern.In the era of knowledge economy,high-tech industry cultivates the competitive advantage of enterprises through knowledge demand,search,acquisition and recreation,and is a strategic industry for the development of the national economy.In the stage of high-quality development,it is necessary to accelerate the deep integration of the Internet,artificial intelligence and the real economy,and promote industrial digitization.In this context,this research discusses the impact of Internet development on the innovation efficiency of high-tech industry,trying to provide a reference for the Internet to drive technological innovation in high-tech industry.From theoretical and empirical aspects,based on the data from 29 provinces in2009-2019,the impact mechanism derivation and empirical model are constructed to test the direct and indirect effects of Internet development on technological innovation efficiency in high-tech industry,as well as regional heterogeneity.The main conclusions are as follows.Firstly,the technological innovation activities of the high-tech industry are divided into two stages: knowledge production and achievement transformation.The network SBM method is applied to measure the overall and sub-stage efficiency.The results find that the technological innovation efficiency of high-tech industry is in the range of [0.1932,0.4043] and the upward trend is obvious;In terms of stages,the efficiency of the achievement transformation stage is significantly higher than that of the knowledge production stage,and the total efficiency is lower than the staged efficiency.The knowledge production stage is the short board,and the synergy between the two stage is an important direction;From the regional aspect,before 2013,it was a “dramatic adjustment period”,and after 2014,the efficiency was in an upward trend.The central region grew the fastest,the western region was the second,and the eastern region was the most stable.The pattern of “central > eastern > western” was basically formed.Secondly,the comprehensive evaluation index system from the three dimensions of infrastructure construction,Internet popularization and comprehensive application is constructed to measure the Internet development level using the improved entropy method.It finds that the level of Internet development has been continuously improved,but the spatial differentiation of “coastal-inland” pattern is prominent,and the spatial disequilibrium characteristics are remarkable.Thirdly,introducing the market thickness and congestion of the technology market as intermediary variables,the Tobit regression model is constructed to test the effect.The results show that the Internet development can promote the efficiency of technological innovation in hightech industry,and the promotion effect is significant in the east,middle and west area;The Internet development drives the development of the technology market,can indirectly promote the technological innovation efficiency of high-tech industry by improving the technology market thickness and congestion,and there is regional heterogeneity;The mediating effect generated by the market thickness is significantly positive in the east,not significant in the middle,and significantly negative in the west,while the mediating effect through market congestion is only significant in the east area.Based on this,this paper puts forward suggestions to promote the efficiency of technological innovation in high-tech industries from four perspectives:complementing the shortcomings of knowledge production,improving the two-stage coordination mechanism,guiding the spatial flow of factors,tapping the potential of the Internet developmet,and accelerating the implementation of the “Internet +technology market”.Provide support for building an innovative country. |
