| The equipment manufacturing industry is a fundamental industry that supports the development of China’s manufacturing and industry,providing basic support capabilities for the development of China’s national economy,and playing a supporting role in China’s industrial system.In the process of achieving high-quality development in our manufacturing industry,accelerating the construction of a strong manufacturing country and building a modern industrial system has become an inevitable demand.The outline of the "14th Five Year Plan" of the country proposes to thoroughly implement the strategy of building a strong manufacturing country,implement the reengineering of the industrial base,improve the basic capacity of China’s manufacturing industry,speed up the completion of the bottleneck weaknesses of the "four industrial bases",and realize the independent control of industrial factors,products,key technologies,etc;The report of the "Twentieth National Congress" pointed out that we should accelerate the construction of a manufacturing power,implement the reengineering of the industrial foundation and the key technology and equipment research project,and enhance the competitive advantage and high-quality development level of the manufacturing industry.By evaluating the basic capabilities of the equipment manufacturing industry in China,it can provide direction and basis for improving the basic capabilities of the industry.It has important reference significance for enhancing the competitive advantage of the equipment manufacturing industry in China and expanding the theoretical research of industrial basic capabilities.This paper defines the connotation of industrial basic capability by combing the relevant research on industrial basic capability,and combines the development characteristics of the equipment manufacturing industry,constructs the evaluation index system of the industrial basic capability of China’s equipment manufacturing industry from four dimensions of industrial value creation capability,industrial basic element input capability,industrial technology progressiveness level,and industrial technology innovation capability,and collects the relevant index data of China’s equipment manufacturing industry from 2014 to 2020,The comprehensive evaluation method using entropy method to determine the weight is used to evaluate and analyze the basic capabilities of China’s equipment manufacturing industry,and finally obtain the comprehensive evaluation score of China’s equipment manufacturing industry basic capabilities.Based on the analysis of the industrial basic capacity indicator system and the calculated comprehensive evaluation scores,the countermeasures for improving the industrial basic capacity of China’s equipment manufacturing industry are proposed.The main conclusions of this article are as follows:(1)Establish an evaluation index system for the basic capacity of China’s equipment manufacturing industry,and determine the weights through entropy method and factor analysis method for comprehensive evaluation.Compare the two evaluation methods to verify the rationality of the evaluation index system.(2)The empirical results show that from2014 to 2020,the comprehensive evaluation scores of China’s equipment manufacturing industry’s basic capabilities have improved overall,with 2017 as the cut-off point.From 2014 to 2017,there was an upward trend,while from 2017 to 2018,there was a downward trend,and from 2018 to 2020,there was an upward trend.In the four dimensions of industrial value creation ability,industrial basic element input ability,industrial technology progressiveness level,and industrial technology innovation ability,according to the weight,industrial technology innovation ability and industrial technology level are more important than industrial value creation ability and industrial element input ability,and the technical conditions contained in industrial basic ability are significantly more important than material conditions,Technical factors mainly affect the basic capacity of the equipment manufacturing industry.Based on the empirical analysis results,relevant suggestions are proposed: first,strengthen the intensity of basic research on technological innovation and promote the transformation of innovation achievements;The second is to establish and improve the industrial basic technology system,enhance the public service capacity of the industry,and promote the research and sharing of common technologies;Third,promote the development of industrial value-added services and enhance the ability to create industrial value;Fourth,strengthen the effectiveness of R&D linkage between industries. |
