With the advancement of economic globalization, scientific progress and technological innovation are playing more and more important roles in enhancing the comprehensive national strength and core-competitiveness.For our country,it is a rare opportunity to raise the economic development level and enhance the international status under the construction of modernization. In order to win initiative in the international competition, Party Central Committee and State Council have made an important strategic decision of advancing the construction of innovation and constructing an innovative country. It has become a difficult task in front of us to enhance the capability of independent innovation and promote the comprehensive and steady development of science and technology.Evaluation research on input and output relative efficiency of science and technology can not only evaluate science and technology activities, form competitive mechanisms and inspire the initiative of science and technology activities of research object, but also diagnose and discover existing problems in science and technology activities and take targeted measures, so as to promote level of science and technology activities. Evaluation research of science and technology input and output, therefore, is a meaningful work in promoting scientific progress and technological innovation and raising the level of science and technology activities.In this paper, detailed analysis was made for Input-output relative efficiency of regional science and technology with combination of quantitative and qualitative analysis method, theoretical and empirical analysis method, along with comprehensive use of correlation analysis, AHP, comprehensive index and DEA. Besides, in-depth discussions and analysis were made to the current situation of regional science and technology activities in our country, and then targeted recommendations for improvement were given based on summarizing the existing problems. Firstly, from the aspects of input and output, input-output relative efficiency evaluation system of regional scientific and technological system was constructed which is made up of two first grade indexes, seven second grade indexes, thirty four third grade indexes. Secondly, region scientific and technological input-output efficiency compositive evaluation model was established by DEA, including Input-AC~2R model which is used to calculate the relative efficiency of decision making units and the projection value, and Output-DEA(NEW) model which is used to calculate the return to scale of decision-making units; Finally, analysis for scientific and technological input-output situation in 20 cities in our country was made from two perspectives:â‘ mathematical statistics analysis was made for 7 second-grade indexes;â‘¡input-output efficiency evaluation was implemented by regional scientific and technological input-output efficiency evaluation model. Comparative analysis of these two results reflects the three issues: Irrational allocation of resources, ignorance of science and technology input and output efficiency and the short-sightedness of the current scientific and technological activities. As for these problems, four feasible improving suggestions were presented as follows: putting forward the strategy of differentiation, viewing science and technology activities scale and efficiency as equally important, seeing science and technology activities correctly, establishing mechanism of periodic evaluation.
