Study On Farmers’ Homestead Withdrawal Intention And Influencing Factors In Shangqiu City

We will further deepen reform of the rural land system,improve policies on idle residential land,and explore the separation of ownership,qualification and use rights of residential land.We will implement collective ownership of residential land,protect farmers’ qualifications for the right to residential land,and moderately relax the right to use land.To join the rural revitalization strategy by means of homestead transfer and lease is an inevitable choice in the new development stage to solve the new three rural issues,promote rural revitalization,and promote the development of rural economy.Homestead withdrawal is related to rural revitalization and rural land resources activation and economic development,but also related to the fundamental interests of farmers.As the core capital factor of farmers,the homestead is the most special rights given to farmers.Homesteads are also fundamental to the survival of farmers.Orderly and reasonable development of homestead paid withdrawal must take full account of the fundamental interests of the vast number of farmers not to suffer losses.Voluntary farmer is the basic principle and precondition of paid homestead withdrawal.In order to explore a reasonable and scientific mechanism for the paid withdrawal of rural homestead,on the premise of protecting the fundamental interests of farmers from losses,this paper,based on the perspective of farmers’ will,takes Shangqiu City as an example,and summarizes and analyzes the existing problems of the withdrawal of rural homestead and the situation of homestead utilization in Shangqiu City through the investigation of the situation of rural homestead utilization and the situation of homestead utilization.At the same time,on the basis of qualitative analysis,this paper uses questionnaire survey to investigate the farmers in some natural administrative villages in five districts and counties,such as Yongcheng City of Shangqiu City,and through the construction of binary Logistic model,carries out significant impact analysis from individual,family,homestead characteristics and other factors and other independent variables.The significant factors affecting farmers’ homestead withdrawal intention were screened and determined.Finally,combining with the main influencing factors of farmers’ homestead withdrawal intention in Shangqiu City,this paper proposes countermeasures and suggestions for farmers’ homestead withdrawal compensation from four aspects: compensation mechanism,reward mechanism,special compensation fund and homestead value evaluation mechanism construction.
