| As an indispensable export department of material production,industry not only provides strong material support for human production and life,but also injects inexhaustible driving force for the vigorous development of economy.In the 21 st century,Hebei Province has achieved great economic development,which is closely related to the rapid development of industry.However,its industrial development mainly depends on extensive use of production factors,which leads to over-consumption of resources and serious environmental pollution.In this regard,Hebei Province has actively responded to the national development goal of new industrialization.A range of industrial green transformation policies have been issued one after another,aiming to solve the problems existing in the industrial process of Hebei Province and help achieve the goal of successful green transformation of industrial production mode in Hebei Province.The overall research idea of this paper is as follows:Firstly,the existing domestic and foreign literature on industrial green transformation is summarized and commented based on the connotation and related theories of industrial green transformation,index system framework building,measurement method evaluation and effect of relevant influencing factors.Secondly,to objectively understand the current industrial progress,explore the decoupling relationship between industrial energy consumption,industrial pollutant discharge and treatment,industrial growth and resource consumption;Thirdly,the DPSIR model is introduced to build a multi-dimensional comprehensive evaluation framework for industrial green transformation indicators.Based on entropy weight-TOPSIS model,the efficiency of industrial green transformation in Hebei Province and its surrounding resource-based provinces was analyzed from the perspective of time and space.In addition,this paper also uses relevant econometric models to analyze the constraints and effects of industrial green transformation efficiency.Finally,combing and refining the evaluation results of industrial green transformation efficiency in Hebei Province,so as to provide practical policy ideas for promoting the realization of industrial green transformation in Hebei Province.The results show that energy consumption of six energy-intensive industries in Hebei province takes up great part of industrial energy consumption,and its economic growth is not decoupled from resource consumption.Based on the time perspective,the industrial green transformation efficiency of Hebei Province shows an upward trend as a whole,and the implementation opinion published since 2012 in Hebei province industrial transformation,industrial transformation efficiency of green growth has increased,in Hebei province based on space Angle measurement and the surrounding resources province industrial green transformation efficiency rankings,ranking center in Hebei province.There is a big gap between Hebei province and Shandong Province.Based on the analysis of the effect factors,the level of economic development,technological innovation ability and environmental regulation are beneficial to improve the efficiency of industrial green transformation.However,energy structure and industrial structure hinder the improvement of the efficiency of industrial green transformation.On this foundation,the paper puts forward some policy suggestions for industrial green transformation in Hebei Province,such as changing energy consumption structure,increasing investment in industrial pollution control,improving scientific and technological innovation ability and optimizing industrial structure. |
