Study On Performance Evaluation Of Urban And Rural Construction Land Increase-Decrease Linkage In Dongtai City,Jiangsu Province

The linkage between the increase and decrease of urban and rural construction land is an important measure for the government to optimize the urban and rural land structure.Through a series of policies and guidance,the Dongtai city government,under the control of the market economy,has introduced some external resources to reduce the imbalance between urban and rural development,which will contribute to the high-quality development of the current Dongtai economy,to Achieve Dongtai’s development goal of building a “Strong,prosperous,beautiful and high-quality”new Dongtai will provide a strong driving force for development.To sum up the past development experience of Dongtai and the current development situation,we can clearly see that the role of the Dongtai municipal government in the scientific and rational planning of urban development and the implementation of the policy of linking urban and rural construction land increases and decreases is positive and effective,but at the same time,we can see a series of achievements,nor can we ignore a series of problems in the implementation of Dongtai’s policy.Based on the connotation of policy science,this paper takes the theory of performance evaluation as the basis and support,so as to carry out scientific analysis and reasonable evaluation on the implementation of Dongtai policy.By reading a large number of excellent scholars at home and abroad on land resources,increase or decrease linkages,performance evaluation and other related literature,learning from their research results,from the four dimensions of the implementation process,economic benefit,social benefit and ecological benefit,the author designed the questionnaire for Dongtai.The author distributed the questionnaire through the questionnaire star and on-the-spot,collected 300 valid questionnaires,and tested the reliability and validity of the questionnaire by SPSS25.0.By analyzing the data,connecting with the actual work,and combining with the implementation status and survey results of the Dongtai project,summed up in the current Dongtai Project Implementation Process,project procedures to implement difficulties,the return on investment projects to be improved,the rights and interests of farmers can not be effectively protected,the balance between arable land occupation and compensation,and other issues,the reason for this is that the procedure of the increase-decrease linkage is not running smoothly,the fund channel is single,the income distribution is biased,the progress of the complementary compensation is slow,and the supervision of the increase-decrease linkage workers is insufficient.According to this,the author puts forward some suggestions for improvement: first,strengthen the management of project implementation and acceptance of achievements;second,based on the characteristics of Dongtai,promote the “Land renovation + N”effective governance;third,fourth,to improve the effective supervision and management system,on the one hand,to improve the two-way internal and external supervision system;on the other hand,to establish a “Data cloud”Dongtai real-time supervision information system.
