| Grain,as the necessary material foundation for human survival,has a strong and irreplaceable nature;It is necessary for governing the country and ensuring its stability,and its abundance and abundance directly affect the long-term and stable development of a country or region;It is the foundation of the national economy.In ancient feudal societies,grain taxes were the main source of finance,but in contemporary times,it remains the blood of the national economic development.Grain reserve is an important link connecting production and consumption,ensuring food security.Continuously improving the management level of grain reserve is of great significance for maintaining the safety of grain reserve production and ensuring regional food security.Therefore,food reserve security is an important theoretical and practical issue,which is not only related to the supply and demand security of food in local regions,but also to the healthy development of China’s national economy and social harmony and stability.This article takes the theory of public goods,the theory of service-oriented government,and Xi Jinping’s discourse on food security as the main thread.Through literature research and field investigation methods,it first understands the domestic and foreign research results of reserve food security management in the context of food security,defines and analyzes relevant concepts such as food reserves and food reserve security,it can reduce grain loss,maintain economic stability,and ensure national security.By analyzing the basic situation of the scale and layout structure of grain reserves in S Province,as well as the basic situation of reserve warehouses,it was found that there are problems in the safety management of grain reserves in S Province,such as significant losses in grain storage,decreased grain quality,and insufficient investigation and rectification of hidden dangers.From the analysis of existing problems,it is due to the lack of scientific formulation of rules and regulations,unclear understanding of grain reserve security,insufficient investment in grain reserve funds,and low quality of management personnel.On the basis of analyzing and drawing on the experience of grain reserve security management in other provinces and cities,this article ultimately proposes countermeasures to strengthen the management of grain reserve security in S province: firstly,increase capital investment,update grain storage facilities and equipment,strengthen information construction,and improve talent treatment;The second is to improve the rules and regulations,actively promoting the construction of rules and regulations from the aspects of improving the safety supervision system,improving the mechanism for identifying safety hazards,improving the local grain reserve rotation management system,and strengthening the construction of grain legalization.The third is to cultivate a high-quality grain reserve management team,starting from optimizing the talent selection mechanism,with the talent selection mechanism as the core,increasing talent cultivation efforts as the focus,and ensuring talent team construction,to cultivate a professional and technically strong talent team. |
