Research On The Development Path Of Characteristic Urbanization In South Xinjiang Production And Construction Corps

The special historical mission and special functions of the Xinjiang Production and Construction Corps(XPCC),determine that the development mode and path of XPCC urbanization is a kind of special urbanization.Therefore,we cannot copy the existing urbanization development mode at home and abroad,and we need to explore a unique urbanization development path.the development of urbanization in the XPCC is restricted by natural environment,geographical location,population,economic development and other factors,and the development of urbanization is more slow.Urbanization is not only a strong engine for the future social and economic development of the XPCC,but also an important carrier for gathering population and industry,strengthening ethnic unity and improving people’s livelihood,and also an important fortress for achieving social stability in Xinjiang.At the present stage,the Corps urban layout shows an obvious trend of "strong in the north and weak in the south",which is difficult to meet the requirements of maintaining stability and defending borders and guarding border areas and promoting social and economic development in the new era.the enhancement of the urbanization construction in the South XPCC is conducive to promoting the adjustment of economic structure and the transformation of development mode in South Xinjiang,accelerating the transfer and employment of surplus rural labor force in South Xinjiang,and promoting the integrated development of urban and rural areas.Meanwhile,it is of great significance to better fulfill the obligations and missions of the Corps and play its special role,and achieve the regional balanced development of the social economy of the Corps and the social stability and long-term peace and stability of Xinjiang.This paper is divided into seven chapters.The first chapter is the introduction,which mainly introduces research the background and significance,research contents and methods,research ideas and technical routes,as well as the possible innovation points and shortcomings of the paper.It also reviews the existing literature and points out the differences between the research objects and the existing studies in this paper.The second chapter defines the concepts of corps town,characteristic town,and corps characteristic town,and comprehensively sorts out the theoretical connotation of traditional,new and characteristic urbanization,so as to lay a theoretical foundation for the whole paper.The third chapter expounds on the urban development situation of the South XPCC from the perspective of urban location distribution,population distribution,and economic development.The fourth chapter expounds on the strengths of the urban development of the South Xinjiang Production and Construction Corps from the aspects of characteristic resources,industry,and culture,and the constraints from the aspects of ecological environment,geographical location,population,economic foundation,the spatial layout of strong in the north and weak in the south,and unsmooth management system.The fifth chapter makes a positioning analysis of the special functions of urban development of the South Xinjiang Production and Construction Corps,and divides the towns of the South XPCC into "division-city integration" towns,"development-oriented" towns,"integration" towns and "border" towns according to their main function types.The sixth chapter uses the data of the statistical yearbook from 2011 to 2020 and adopts the panel data regression model to analyze the influencing factors of the development of the characteristic towns in the South XPCC,so as to provide a basis for the development path of characteristic urbanization in the South XPCC.The seventh chapter,according to the current situation,problems,constraints,and influencing factors of the urbanization development of the South XPCC,proposes the development path selection and policy suggestions for different types of towns in the South XPCC.The main conclusions of this paper are as follows :(1)The special mission,function,system,resource endowment,location environment,industry foundation,humanistic and social conditions,and other factors of the urbanization of the South XPCC determine that the urbanization of the South XPCC must take the path of differential urbanization according to local conditions.(2)Due to the relatively backward economic development level,slow upgrading of industry structure,and small population scale,the degree of urbanization of South XPCC is significantly lower than that of North XPCC.(3)According to the special functional classification of corps towns,the development priorities and referential development models of division-city integration towns,development-oriented towns,integration towns,and border towns in the future urbanization construction are elaborated.(4)Aiming at the problems existing in the development of characteristic towns in the South XPCC,policy suggestions are proposed in terms of strengthening and standardizing the leading role and adjusting measures to local conditions to highlight characteristics,optimizing urban industry layout to realize the integration development of city and industry,expanding the population agglomeration channels to make urban population scale bigger,build a three-dimensional transportation system to break through the bottleneck of geographical location,improving infrastructure construction to promote public service level,perfecting the urban management system to promote sustainable urban development,perfecting the urban management system to promote sustainable urban development.
