Research On The Standardized Construction Of Specialized Farmer Cooperatives In Shaya County

In the report to the 19 th National Congress of the CPC on October 18,2017,he pointed out that agriculture,rural areas and farmers are major issues related to the national economy and people’s livelihood.Solving problems related to agriculture,rural areas and farmers has always been a top priority in the Party’s work.The CPC Central Committee and The State Council have issued the No.1 document of the CPC Central Committee,giving priority to agricultural and rural development in the new stage of development,and making overall planning for rural revitalization.Rural development remains an important project concerning China’s national economy and people’s lives.However,China’s rural areas are widely distributed,and natural resources have regional differences,the economic level development is also uneven.Since the reform and opening up,China has issued a series of strategic guidelines to promote the development of rural areas,and the central and local governments have also formulated some policies in accordance with local conditions to encourage and support the development of farmers’ cooperative economic organizations.However,with the new normal of China’s economic development,various problems have also appeared in the economic development of rural areas.Further deepening the reform and developing the economy of the vast rural areas have become an effective measure to solve the dilemma.Since the promulgation of the Law on Specialized Farmers’ Cooperatives in 2007,the number of specialized farmer cooperatives in rural areas of China has grown rapidly.At present,it has covered all provinces and autonomous regions across the country.However,with the growth of the number of cooperatives,various problems have followed,and the problem of standardized construction of cooperatives has become increasingly prominent.The problems of various non-standard construction of cooperatives not only greatly restrict the enthusiasm of farmers ’production and operation,but also restrict the development of economy in rural areas.Therefore,it is urgent to solve the problem of standardized construction of farmers’ specialized cooperatives.Shaya County is a county with agricultural characteristics.There are 820 professional farmer cooperatives in the county,but the degree of standardized construction is uneven.There are both national demonstration cooperatives with standardized construction,such as: Demin agricultural Professional cooperatives in Shaya County,and "empty shell cooperatives" that are on the verge of cancellation.This paper is based on sand,related theory as the breakthrough point,through literature reference,on the basis of theoretical research and practice analysis of the establishment of a set of farmers’ professional cooperatives standardization construction evaluation system,and through the field visits of sand county 120 farmers professional cooperatives,found the establishment of cooperatives,daily management cleaning is not standard,the cooperative articles of association comply with insufficient,rules and regulations are not perfect,lack of talent.In this regard,this paper puts forward the solutions to the above problems and the future development direction of Shaya County farmer professional cooperation.This study can provide some suggestions for the standardized construction of specialized farmer cooperatives in Shaya County,and then provide a certain practical basis for the standardized construction of farmers’ specialized cooperatives in China.
