| The fiscal support for agriculture policy is an important measure taken by the government to ensure the effective supply of national food and stimulate the endogenous motivation of farmers to grow grain.However,farmers’ enthusiasm for grain planting is still insufficient.Existing research mostly evaluates the implementation effect of fiscal support for agriculture policies and farmers’ willingness to plant grain from a macro level,but often neglects to delve deeper into the willingness of grain planting under the background of fiscal support for agriculture policies from the perspective of grain farmers in a specific region.Grain farmers are recipients of fiscal support for agriculture policies and actual participants in grain cultivation.They not only provide feedback on the implementation effect of fiscal support for agriculture policies,but also profoundly affect the stability of national food security.The study of farmers’ willingness to plant grain based on the background of fiscal support for agriculture policy is the key to further optimize fiscal support for agriculture policy,improve the effectiveness of fiscal support for agriculture policy implementation,and comprehensively enhance farmers’ enthusiasm for grain planting.Based on this,this article combines qualitative and quantitative analysis using research methods such as literature research,questionnaire surveys,and empirical analysis,based on farmers’ cognitive theory,farmers’ behavior theory,and incentive theory.Firstly,based on the existing research results,this study explores the factors and mechanisms that financial support policies affect farmers’ willingness to grow crops based on farmers’ cognitive theory,farmers’ behavior theory,and incentive theory;Secondly,based on the actual situation of the survey area,analyze the current situation and specific standards of financial support for agriculture policies in Z County,Shaanxi Province,as well as the grain planting situation of farmers;Once again,based on the descriptive analysis of the characteristics of household heads,their own characteristics,and external factors under the fiscal support for agriculture policy in the survey sample area,a multivariate ordered logit model is used to explore the factors that affect farmers’ grain planting from the basic characteristics of household heads,family basic characteristics,family resource endowments,recognition of fiscal support for agriculture policy,and the effectiveness of fiscal support for agriculture policy.Finally,based on empirical research on farmers’ willingness to grow grain and its influencing factors,research conclusions are drawn and optimization suggestions are proposed.The results show that there is a significant negative correlation between the education level of the head of household and the willingness of farmers to grow grain,and there is a significant positive correlation between whether the head of household is a village cadre and the willingness of farmers to grow grain.There is a significant positive correlation between the number of farmers and the proportion of grain income in household income and the willingness of farmers to grow grain.In the characteristics of farmers’ resource endowment,the distance between farmland and home has a significant negative correlation with farmers’ willingness to grow grain.In the cognition of financial support for agriculture policy,whether farmers understand the financial support for agriculture policy has a significant positive correlation with farmers’ willingness to grow grain,and whether there is a problem with the financial support for agriculture policy has a significant negative correlation with farmers’ willingness to grow grain.In the evaluation of the effect of financial support for agriculture policy,there is a significant positive correlation between the enthusiasm of farmers to grow grain and the willingness of farmers to grow grain. |
