Evaluation Research On The Integration Level Of Primary,secondary And Tertiary Industries In Rural Areas

The 19th national congress of the conununist party of China put forward the strategy of rural revitalization,in which industry prosperity is the key.The prosperity of industry is the prosperity of agriculture.However,the development of agriculture in rural areas of China is facing great challenges.Therefore,it is necessary to change the single development mode,take"jumping out of agriculture to develop agriculturet as the main idea,and take the road of integration of primary,secondary and tertiary industries.On this basis,the national development and reform commission and other seven departments launched the national rural industry integration development demonstration park to create the work.Henan province,as a major agricultural province,has responded positively to the national call and declared and established six national demonstration parks for the integrated development of rural industries.However,from the perspective of current academic circles,most of the studies on the integrated development of primary,secondary and tertiary industries in rural areas remain in the theoretical stage.From the perspective of the government,there is no systematic evaluation method to evaluate the level of the integration of primary,secondary and tertiary industries in rural areas.Therefore,this paper will take six industrial integration development demonstration parks in henan province as an example to study the level of rural integration of primary,secondary and tertiary industries.By summarizing relevant studies at home and abroad,this paper,guided by industrial integration theory,industrial chain theory and vertical integration theory,applies theoretical analysis method,field investigation method and qualitative and quantitative analysis method.Firstly,it makes a systematic study on the integration mechanism of primary,secondary and tertiary industries in rural areas from a theoretical perspective.Second,based on the mechanism of the rural industry 123 fusion research,draw lessons from experts in the field of integration for the rural industry,agricultural modernization,and other aspects of research,the reference for the related indexes,and adjusted according to actual situation,from the level of leading industry competitiveness,industrial convergence,industry leading three dimensions to build the evaluation index system of rural industrial convergence level 123;Thirdly,in order to make the determination of the weight of each index scientific and reasonable,this paper USES AHP to determine the subjective weight based on the expert scoring results,USES the coefficient of variation method to determine the objective weight according to the specific index data,combines the two methods,and finally determines the compound weight.Fourthly,the comprehensive index method is selected to measure the comprehensive index of integration level of six national demonstration parks of rural industry integration development in henan province.Finally,based on the evaluation results,this paper draws the basic conclusions and puts forward the policy implications.According to the evaluation results,it is concluded that the six national industrial integration development in henan province demonstration garden fusion composite index,the level of the sanmenxia shan state industrial convergence development demonstration garden is 0.3573,ruzhou industrial convergence development demonstration garden is 0.1345,0.1640,xuncounty industrial convergence development demonstration garden henan county industrial convergence development demonstration garden of 0.1194,pingyu industrial integration development demonstration garden of 0.0783,yuzhou city industrial convergence development demonstration garden is 0.0703,the rankings released with the national fusion development of rural industry in henan province demonstration garden consistent with the ranking list,It proves that the index system and evaluation method established in this paper are reasonable.And through the analysis of the evaluation results,the author finds the deficiencies of the current six industrial integration development demonstration parks,and puts forward the relevant policy implications.
