With the acceleration of urban motorization,the number of private cars increases year by year,leading to severe challenges in transportation,energy,environment and other aspects of the city.How to scientifically control private cars and guide residents to turn to public transport has become an urgent task to promote sustainable urban development.In view of this,some cities and regions at home and abroad have implemented the motor vehicle restriction policy,which has achieved good social and economic benefits in a short time.However,with the further promotion of the policy,some travelers take some negative behaviors,such as buying a second car and traveling together,to evade the driving restriction policy,which has seriously eroded the social benefits of the policy.Therefore,this paper takes the "drive,stop and drive" policy of Guangzhou City as an example,expands the variable "problem cognition" on the basis of rational behavior theory,planned behavior theory and technology acceptance model,and uses the multi-index and multi-factor model to take individual socioeconomic characteristics as observable variables.Problem cognition,perceived behavior control,policy effect perception,policy attitude and low-carbon travel intention were regarded as potential variables,and the influencing factor model of low-carbon travel intention of urban residents under the driving restriction policy was constructed.In this study,the Stated Preference(SP)was used to design questionnaires.292 valid samples were obtained based on a random sampling survey by means of "network +field" survey.The purpose of this study was to state the factors affecting urban residents’ intention to travel in a low carbon manner under the driving restriction policy.Explore the interaction mechanism among various factors,guide residents to practice the concept of low-carbon travel,consolidate the positive benefits of the driving restriction policy,and improve the sustainability of the policy.The results show that:(1)Policy attitude and perceived behavior control have direct and significant positive effects on low-carbon travel intention;(2)Problem cognition,policy effect perception and perceived behavior control have direct and significant positive effects on policy attitude;(3)As an important mediating variable,policy attitude plays an important transmitting role among all potential variables.Specifically,problem cognition,policy effect perception and perceived behavior control influence policy attitude respectively,and thus indirectly and positively affect low-carbon travel intention.(4)Individual socioeconomic characteristics,as observable variables,will directly and significantly affect each potential variable.Finally,combined with the empirical analysis results and based on the background of the driving restriction policy in Guangzhou,corresponding countermeasures and suggestions are given on how to guide residents to establish the concept of low-carbon travel.
