| With the development of the economy and the progress of science and technology,the quality problem has become a strategic issue of economic development.Chinese is at an important juncture in the "new normal" of the economy and the transformation and development of the manufacturing industry,which puts forward urgent requirements for the construction of National Quality Infrastructure(NQI).Compared with advanced countries,there is still a big gap in the level of NQI between China and other developed countries.The supply and diffusion of quality services such as measurement testing,standardized services,inspection and testing,and certification and accreditation are insufficient.There are not many institutions with strong technical level and brand value,which are far from satisfying.The common requirements of SMEs for quality services and the low level of NQI supply are still the key factors of restricting Chinese industrial revolution and quality improvement.On the basis of literature analysis,this paper discusses the multi-input construction model of NQI through the Stackelberg master-slave game method.Starting from the analysis of the cooperative supply problem in the NQI construction model,the NQI construction mode of "Government-Supply Enterprise(Innovation Alliance)-Application Enterprise" considering government incentives and NQI diffusion are studied,which derive a basis for the choice of NQI construction mode and government behavior.Through comparative analysis,the cooperative supply decision-making situation of NQI is researched.And the mechanism of NQI diffusion,financial subsidy ratio and tax preference coefficient on enterprise decisionmaking are analyzed.By means of simulation,the parameters in the mathematical model are assigned to verify the conclusion of the model analysis.While the quantitative relationship and change trend between variables can be visually reflected evidently.Finally,it puts forward countermeasures and suggestions for the government and core enterprises,in order to promote the construction of NQI,provide help for enterprises to participate in NQI supply decisionmaking,and offer theoretical basis for the government to support enterprises to construct NQI.The research results show that:(1)The supply of NQI technical capabilities is a process,which requires the collaborative supply of university-industry.It should be regarded as an innovation ecosystem.And the mode of cooperation between leading enterprises and following enterprises should be selected to pursue the maximization of overall benefits.(2)The effort level of NQI construction supply alliances and application companies is greatly affected by the degree of diffusion.What’s more,as the degree of diffusion increases,the level of effort in the construction model under the government’s financial subsidies and tax incentives will gradually be higher than that under the government’s leadership.(3)The government and the NQI supply alliance will choose different government incentives under the goal of maximizing utility.The government is more inclined to the NQI construction model under financial subsidies,while the supply alliance is more inclined to the NQI construction mode under tax incentives.From the overall perspective of national industrial revitalization,the role of adopting an appropriate NQI construction model in promoting the R&D and innovation of core quality technologies and improving the level of enterprise quality management has gradually emerged.The government,enterprises and various research institutions should jointly participate in NQI construction.According to the actual situation and specific industry NQI construction requirements,select an NQI construction model that adapts to specific industry requirements and status quo to build China’s strength in quality. |
