The report of the 20 th National Congress of the Communist Party of China proposed to comprehensively promote the strategy of rural revitalization,make major decisions and deployments to accelerate the construction of an agricultural power,and promote rural revitalization with industrial revitalization.In 2015,the policy of rural industrial integration development was proposed as a new path for farmers to increase income,high-quality agricultural development and rural prosperity,and since then,the state has successively launched a number of policy documents and guiding opinions on promoting rural industrial integration every year,and all provinces and cities across the country began to actively explore the path and mode of rural industrial integration,and achieved remarkable results.The western region has a vast territory,rich natural resource reserves and diverse ethnic cultures,but the western region belongs to the underdeveloped areas of China in terms of overall development level and rural development,and the agricultural development foundation of most provinces and cities is poor,resulting in a low level of rural industrial integration in the western region.At present and in the future,the western region is still the key area for China’s rural revitalization and agricultural modernization,and the research on the level of rural industrial integration in the western region,the main obstacles are explored,and the effective path to improve rural industrial integration can not only provide theoretical basis and policy enlightenment for rural industrial development and rural revitalization in the western region,but also further realize the balanced and coordinated development of rural economy nationwide.This paper first discusses the development status and main integration modes of rural industrial integration in the western region,selects the data from 2011 to 2020,introduces the integration foundation,integration behavior and integration benefit as three sub-systems to construct the evaluation index system of rural industrial integration according to the development status and relevant policy requirements,and uses the improved entropy method and coupling coordination model to measure the level of rural industrial integration.According to the measurement results,descriptive analysis and spatial correlation analysis were used to dynamically evaluate the level of rural industrial integration.Then,the obstacle model is used to excavate the main factors hindering the improvement of rural industrial integration in the western region.Finally,the policy suggestions for the integration and upgrading of rural industries in the western region are put forward,and the main conclusions are as follows:(1)Using the improved entropy method and coupling coordination model measurement analysis: the average value in the western region was in the primary integration stage and the medium coupling coordination stage,and the comprehensive level of rural industrial integration and the coupling coordination degree of subsystems in the western region showed an upward trend year by year,but the increase was not large.From the perspective of the development level of different provinces and cities,there is a clear gap between provinces and cities,with Sichuan always ranking first for ten years,while Tibet has been ranked last for ten years.At the subsystem level: the comprehensive scores of integration foundation,integration behavior and integration benefit in the western region all showed an upward trend,but the upward momentum was weak.(2)According to the spatial and temporal evolution of spatial correlation analysis,between2011 and 2020,there was a decrease in spatial positive correlation between provinces and cities,and then increased,and there was homogeneity;By 2020,the proportion of spatial characteristics in each province and city would not change,and homogeneity and heterogeneity accounted for 50% respectively.(3)Using the obstacle model analysis,it can be seen that the main factors hindering the improvement of the main level of rural industrial integration development in the western region are the development level of leisure agriculture,the total power of agricultural product processing machinery,the R&D funds of industrial enterprises above designated size,per capita grain output,the scale level of facility agriculture,the number of farmers’ professional cooperatives per 10,000 people,and the development level of agriculture,forestry,animal husbandry and by-fishery services.Among them,the degree of integration behavior disorder showed an upward trend in ten years,with a growth rate of 7.71%,and the integration foundation and integration benefit barrier showed a slow downward trend,with annual growth rates of-1.23% and-19.00%,respectively.(4)Based on the results of empirical analysis and referring to the experience of typical integration model cases in the western region above,put forward policy suggestions:(1)improve the supporting policies and facilities in the western region and consolidate the foundation of integration;(2)Continuously optimize the agricultural industrial chain in the western region and improve the integration efficiency;(3)Give full play to the multifunctionality of agriculture in the western region and expand the integration model;(4)Continuously improve the mechanism for linking interests in the western region and shape the advantages of integration.
