Agent Construction Optimization Mode Of Government Investment Project

With the deepening of the reform of the market economy system,in order to effectively promote the smooth construction of government invested projects and improve the management level of construction projects,agent construction system,as an implementation measure of the current construction mode of various local government invested projects,can break the investment,construction,management and use four in one mode.The government entrusts specialized institutions to perform the main functions of the industry,it can regulate and professionally manage the government’s investment projects.At the same time,it can play the effective supervision function of various departments in the whole process of management,and effectively curb the breeding of corruption caused by ineffective supervision.At present,the domestic agent construction mode mainly includes socialized agent construction,enterprise agent construction,and enterprise agent construction and so on.However,due to the immature development of agent construction system in China,there are also some prominent problems such as rent-seeking power,quality,construction period and cost difficult to control,so it is urgent to optimize the mode of government invested agent construction projects,so as to provide feasible mode and corresponding solutions for future government invested construction projects.Based on the above background and the existing problems,this paper mainly does the following work: firstly,on the basis of the discussion of the construction status of the agent construction mode of domestic government investment projects,this paper analyzes the problems existing in the current project agent construction system,such as power and responsibility are not equal,the management effect is not ideal,the main body communication is not smooth,the progress of the project is hindered,The comprehensive management strength is weak,the personnel flows frequently.Through a comprehensive analysis of the causes of these problems,aiming at the problems and deficiencies,combined with the background of the current implementation of Rural Revitalization Strategy and the actual needs of local government investment in resettlement housing construction,this paper optimizes and improves the agent construction mode of government investment projects from the aspects of organizational structure,management practice and supporting system,so as to realize the optimized agent construction The mode can not only inherit the advantages of the traditional administrative system,but also provide the company with professional management to improve the management efficiency.It has a very positive significance to improve the management level of government investment projects and maximize the efficiency of investment.Finally,taking the actual local government investment project as an example,this paper expounds the application of the government investment project agent construction mode in the early stage,construction process and closing stage of a township resettlement housing project,and systematically summarizes that the project can achieve the construction goal with high quality and obtain obvious economic benefits after using this mode,and further analyzes the existing shortcomings and the areas that need to be improved This paper puts forward specific policy suggestions and management measures to improve the government investment agent construction project from the aspects of perfecting the confirmation method of agent construction unit,clarifying the responsibilities of each construction party,and improving the risk response ability.In the new era of Rural Revitalization and new urbanization strategy implementation background,to explore a more suitable for China’s national conditions of government investment project efficient management mode.
