"Strengthen the construction of modern agricultural industrial system,expand the coverage of featured and advantageous agricultural products,and allocate agricultural science and technology resources for the whole agricultural industry chain," the No.1 central document pointed out.Due to the existence of planned economy system in our country for a long time,the market rules of agricultural science and technology development have not been fully paid attention to,the serious disconnection between supply and demand of agricultural science and technology resources leads to the low efficiency of agricultural science and technology resources allocation in some regions,which is difficult to provide strong support for modern agriculture development.In this context,the use of agricultural science and technology can provide new momentum for agricultural development,and become an appropriate measure to break the shackles of modern agricultural development.Major grain-producing areas,comprising 13 major agricultural provinces,have been the main source of grain supply in China since ancient times,with grain output accounting for over 70 percent of the country’s total.Therefore,compared with other areas,the impact of agricultural science and technology on major grain producing areas has more important practical significance.Based on this,this paper takes the main grain-producing areas in China as the investigation object,takes the systematic theory,resource allocation efficiency theory,regional difference theory and technological innovation theory as the theoretical guidance to improve the allocation efficiency of agricultural science and technology resources in the main grain-producing areas,and uses DEA model to measure the allocation efficiency of agricultural science and technology resources in 13 provinces.Kernel density estimation method and Dagum Gini coefficient method were used to reveal the dynamic evolution characteristics and regional differences of agricultural science and technology resource allocation efficiency in major grain producing areas.Finally,the time individual bidirectional fixed effect model was used to analyze the factors influencing the efficiency of agricultural science and technology resource allocation in major grain producing areas.The results showed that:The allocation level of agricultural science and technology resources in 13 provinces of major grain-producing areas is unbalanced.The resource efficiency of agricultural science and technology resource allocation decreased slightly during 2011-2020.In terms of spatial differences,the average Gini coefficient of agricultural science and technology resource allocation efficiency in major grain producing areas was 0.074,showing significant spatial nonequilibrium,with the largest spatial difference between the Yangtze River and the Songhua River basin.The contribution degree of regional supervariable density to the spatial difference of allocation efficiency of agricultural science and technology resources was the largest.The factors influencing the allocation efficiency of agricultural science and technology resources in 13 provinces were discussed by selecting relevant indicators.The regression results showed that after controlling the influence of time and region factors,urbanization,industrial structure optimization,rural productivity level,rural labor education level,land productivity and financial support for agriculture increased by 1 percentage point.The allocation efficiency of agricultural science and technology resources in major grain-producing areas increased by 0.78,2.32,0.051,27.85,83.86,1.44 percentage points,respectively,indicating that these influencing factors could significantly promote the improvement of the allocation efficiency of agricultural science and technology resources in 13 provinces in major grain-producing areas.Based on this,this paper further proposed optimization countermeasures from the establishment of agricultural science and technology resources multi-channel investment mechanism,market-oriented improvement of agricultural science and technology achievements transformation and service mechanism,optimization and upgrading of agricultural science and technology resources allocation environment and other aspects.
