After several decades of vigorous development,our economy has changed from high speed growth to high quality development.With the release and implementation of the Outline of the Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area,cities in the Bay Area have formed a momentum of competing for industrial reform.They regard the process of transformation and innovation as a process of promoting industrial transformation and upgrading.They have launched one batch after another of exemplary industrial reform projects,achieving win-win economic and social benefits.However,because industrial reform projects involve a wide range of policies,large investment amount,long implementation period and other characteristics,pay close attention to the financial risks of industrial reform projects,strengthen the management and control of financial risks of projects,will be conducive to ensure the smooth progress of industrial reform projects,thus revitalizing urban assets,optimizing the allocation of land resources,and laying a solid foundation for the construction of a new development pattern in the Bay Area.This article adopts a combination of qualitative and quantitative methods to identify the corresponding project risk elements and establish a project risk list through research on the risk management of A enterprise’s industrial reform project.A project risk overall evaluation model was established using the Analytic Hierarchy Process(AHP),and project risk evaluation indicators,judgment matrix analysis,and hierarchical ranking and consistency testing were conducted.Finally,a judgment conclusion of "moderate" project comprehensive risk was obtained through fuzzy comprehensive evaluation.And targeted project risk management measures were proposed from four aspects of project initiation,design,procurement,construction and settlement,and sales,including 26 aspects.A relatively scientific and effective risk management mechanism has been formed that includes project risk identification,evaluation,and control.Thus,it ensures the maximum reduction of project risks and control within a reasonable range during the implementation of industrial reform projects.This article proposes multiple practical and feasible risk management plans in the risk control process,taking into account the characteristics of project risks.Among them,by actively providing advice and suggestions to the Z City Industrial Reform Command,significant changes were made to the industrial reform policies of "reducing the parking allocation index for industrial reform projects from 0.3 parking spaces/100 square meters to0.2 parking spaces/100 square meters" and "expanding the scope of industrial reform subject qualifications",reducing the construction expenditure and tax burden of industrial reform projects,reducing the risks during project implementation,and contributing to the industrial reform cause in Z City.The rights holders of similar industrial reform projects can have a deeper understanding of the risks of industrial reform projects through this article.Drawing on corresponding management measures will help in risk management and project implementation of industrial reform projects.
