The Research Of Chinese Scientific Workers’policy Based On Content Analysis

In today’s world, the rapid development of science and technology makes the world economy enter a new stage of development. Countries all over the world have realized the scientific workers, as the core force of social development, have made outstanding contribution to economic development. Therefore, every country is publishing and perfecting its scientific workers’policy system. China has also formulated the policy system since the founding of our country, especially since the reform and opening to the outside world, our country gradually established "science and technology is the first productivity, intellectuals are part of the working class" as the basic policy. For decades, the central government departments issued a large number of policies, laws and regulations about scientific workers, they are all the rich information of public policy in our country, but also resources to develop and improve policies for scientific workers in the new period.The paper first comprehensive collects the policies of scientific workers since the system founded, and then build a scientific workers policy database, the database can collect and analysis the policies of scientific workers. Then according to the development process of the policy system and based on scientific workers’policy database, the paper puts forward three dimensionalities, the department, the time and the content, and then continues in-depth study on the scientific workers’policy. During the research, quantitative analysis, social network analysis and word cloud analysis are used. Then the paper gets the conclusions that the number of the policies has been keeping going up; the core department of publishing the policies has changed to Ministry of Science and Technology from the Central Committee and State Council; the content of policies have distinct characteristics of era and analyzes the reason of them. In the last part of the paper, the policy of students who study abroad is chosen to be an example of the typical scientific workers’policy. In this part, the paper puts forward an analytical framework and sets the elementary entities, coding and analyzing based on content analysis method. The paper finds which policy instruments are used and the core concern of the policies. Then with the mathematics methods, the paper builds a three variables linear regression equation and analyzes the effect of the different policy instruments.
