Integrated Development Of Rural Three-industry Areas In Hubei Province Research On Problems And Countermeasures

The report of the 20th National Congress pointed out that in building a modern socialist country in an all-round way in China,the most arduous and arduous work is still in the rural areas.The three rural problems,such as slow increase in agricultural production,difficulty in increasing peasants’ income,and backward rural economic development,are still difficult problems.Promoting the integrated development of rural three industries is the key to solving the problems of rural areas,and is also an important starting point for improving the modern agricultural industrial system,improving the quality and efficiency of agricultural development,increasing farmers’ income,and realizing agricultural and rural modernization.Hubei Province is a major province in agriculture,education,transportation and economy in China,and has good practical conditions for the integrated development of rural three industries and good development space.In recent years,the provincial government has successively issued a series of policies to promote the integration of rural tertiary industries,and increased financial investment to encourage the integrated development of rural tertiary industries.In 2022,in the key work report on agriculture and rural areas of Hubei Province,the government continued to take the development of rural tertiary industry integration as the main direction of agricultural modernization development,so as to promote the rapid improvement of rural tertiary industry integration in Hubei Province.Therefore,by analyzing and studying the current situation of rural tertiary industry integration in Hubei Province,by measuring the degree of rural tertiary industry integration in Hubei Province,finding out the problems of the integration of tertiary industry in Hubei Province and putting forward targeted suggestions for it,it can provide certain reference significance for the subsequent development of rural tertiary industry integration in Hubei Province.This paper summarizes the relevant theoretical basis for the integration of rural primary,secondary and tertiary industries,takes Hubei Province as the research object,introduces the overview of natural resources and the development status of rural tertiary industries in Hubei Province,and takes the existing environmental basis of the development of rural primary,secondary and tertiary industries in rural areas of Hubei Province to roughly summarize the integration of rural tertiary industries into three integration modes through qualitative methods:agricultural industrial chain extension,agricultural multi-functional expansion and new technology penetration.Subsequently,the fusion mode indicators were enriched,relevant data were collected,the evaluation system of relevant indicators was established,and the importance of each index was evaluated and analyzed by using the entropy method.Using the grey correlation analysis method,the correlation between each index and the parent item was evaluated and analyzed by taking the gross output value of rural primary industry and per capita income as the parent items.Based on the current situation and integration degree of rural tertiary industry development in Hubei Province,it is calculated that the current level of rural tertiary industry integration development in Hubei Province is still low and is still in the initial stage.The existing problems mainly include low level of industrial integration and insufficient supply of production factors;The industrial supporting policies are not perfect,and the multi-functional development of agriculture is insufficient;Backward infrastructure construction and imperfect interest linkage mechanism;The lack of talents in industrial integration and the narrow financing channels,etc.,finally put forward targeted suggestions on the above problems,so as to promote the better development of rural tertiary industry integration in Hubei Province.
