| Land system is an important part of social economic system and also the core of rural social economic system.Land right confirmation is an important formal institutional arrangement to stabilize the property right of agricultural land,that is,the stability of land right is an important function of the new round of land right confirmation.From the start of the work of determining rural land rights in 2011 to the basic realization of the pilot work of rural land reform in 2016,the work of confirming,registering and issuing contracted rural land management rights was basically completed by 2020.The spirit of the No.1 document of the Central Government in 2021 calls for the confirmation,registration and certification of the ownership of rural collective land,the right to use the homestead land and the right to use the collective construction land.In 2017,Tibet comprehensively promoted the confirmation and registration of contracted land rights,which was basically completed in early 2019.By 2020,the work of confirming,registering and certifying contracted rural land management rights was successfully completed,reaching 99.62 percent.In the process of rural land right confirmation,some farmers do not cooperate in the work process;some farmers do not respond actively,resulting to the slow work,affecting the work effectiveness.The existence of these problems may be related to the cognition of farmers on rural land rights.Therefore,this study focus on the farmers’ cognitive level of rural land approval policy,and further discusses the influence factors of farmers land approval cognitive level,the results can improve the Tibetan farmers’ cognition of rural land approval,for the local rural revitalization of land related decisions to provide theoretical basis.This paper in the Tibet autonomous region farmers as the research object,combined with the field research data,the introduction of cognitive theory and land property theory,from the cognitive level of farmland property rights,farmland approval work attention and the role of policy implementation awareness dimension,build the farmers recognition evaluation index system,quantitative analysis and qualitative analysis,calculate the level of farmers’ cognition of rural land approval,the following conclusions:(1)The cognitive level of rural land right confirmation of farmers in the survey area is high at both ends and low in the middle,that is,inverted "V" type.Among the surveyed farmers in the survey area,farmers with general cognitive level accounted for the highest proportion(47.93%),followed by farmers with higher cognition level(31.07%),and farmers with low,very low and high cognition level accounted for 17.46%,2.66% and 0.89%,respectively.(2)From different dimensions,farmers pay the most attention to the work of agricultural land rights(84.971),followed by the cognitive level of agricultural land property rights(51.480),and finally,the cognitive level of the role of rural land rights(38.868).(3)The overall awareness of rural households in Tibet on the determination of rural land rights was 51.368,which according to the awareness grouping standard is in the general range.On the basis of the cognition level of rural land ownership confirmation of farmers in the research area,this text to cognitive level of farmers’ rural land right confirmation,as an interpreted variable,from the perspective of internal influence factors and external factors,from the farmers individual basic characteristics,farmers household basic characteristics and external factors,select age,gender,labor population,family non-agricultural income proportion,village geographical location,such as 17 indicators as explanatory variables.With the help of Spss software,the factors that affect the cognition level of the property right of farmland are analyzed,and the conclusion are summarized as follows:(1)in the personal characteristics of farmers,Of the selected variables,Only the "health status" variable has a positive impact on the cognitive level of farmers’ rural land ownership confirmation.(2)Family characteristics are an important factor affecting the level of farmers’ cognition in the land ownership confirmation work.The proportion of household non-agricultural income and the contracted land area positively influence the cognitive level of rural land ownership confirmation of farmers in the study area.(3)External factors also indirectly affect farmers’ awareness level of rural land rights confirmation.The geographical location of the village,whether it has received technical training in planting and cultivation,whether it is willing to trust local government has carried out the publicity of cultivated land quality protection affect the cognition level of agricultural land right confirmation of farmers in the study area.In view of the above conclusions,this paper puts forward corresponding counter measures and suggestions based on the regional reality,which lays a solid foundation for the reform of rural land right confirmation policy.First,popularize the knowledge of land property rights.Second,to improve the farmers’ cognition of the role of the right confirmation certificate.Third,improve the management mode and improve the participation of farmers.Fourth,publicize the land transfer policy. |
