| In recent years,with the gradual promotion of the rural revitalization strategy,the strength of the new agricultural management body gradually emerged.However,the main body is generally difficult to borrow money from formal financial institutions,financing difficulties restrict its development and growth,affecting the healthy and stable development of rural economy.The main reason is that the main body is lack of effective collateral to obtain loans.In order to broaden the financing channel of rural market and promote the level of financial service to rural revitalization,the pilot project of mortgage loans for the management right of agricultural land was carried out.However,there are many risks in this process.How to share these risks effectively has become an important problem to be solved urgently.By combing relevant literature and field research,this paper deeply discusses the problems existing in the risk sharing process of the mortgage loan for the management right of agricultural land in Chengdu area and puts forward corresponding countermeasures and suggestions.First,through literature review,understand the actual situation of risk sharing in the operation process of the mortgage loan for the management right of agricultural land in Chengdu.Secondly,through the analysis of typical cases in Chengdu area,it makes clear the specific risk sharing method of the mortgage loan for the management right of agricultural land.Thirdly,through field research,ISM analysis method is used to determine the key factors affecting the risk sharing of the mortgage loan for the management right of agricultural land in Chengdu area,and further explore the problems existing in the process of risk sharing of the loan and their causes.Fourthly,according to the analysis of its problems and reasons,put forward the corresponding countermeasures and suggestions.The results show that the development degree of agricultural industry is the key factor affecting the risk sharing of agricultural land management right mortgage loan in Chengdu area.There are some problems in the actual operation of the loan in Chengdu,such as unscientific dynamic adjustment mechanism of risk compensation fund,unreasonable risk sharing ratio,inadequate role of guarantee institutions and banks,immature application of digital technology and the development of agricultural industrialization.According to the analysis of the cause of the problem,The main reasons are that the scale and application process of mortgage loan risk compensation fund for agricultural land management rights limit its applicability,regional differences and the willingness of participants restrict the rationalization of risk sharing ratio,guarantee institutions and agriculture-related insurance development lag its role is limited,digital platforms face the dual constraints of short operating time and high operating costs,new agricultural operating entities are weak driving force and infrastructure is not good Perfection leads to the development of agricultural industrialization hindered;Corresponding countermeasures and suggestions are put forward,including improving the risk compensation fund for mortgage loan of agricultural land management right,establishing reasonable risk sharing ratio,giving play to the role of guarantee institutions and banks,improving the leading role of digital technology in the innovation of inclusive finance,and strengthening the planning and integration of agricultural science.By deeply discussing the problems and causes existing in the risk sharing process of the mortgage loan for the management right of agricultural land in Chengdu area and proposing corresponding countermeasures and suggestions,this study hopes to effectively solve the problems existing in the risk sharing process of the loan in Chengdu area and provide reference for other areas to solve such problems.Thus promote the sustainable development of agriculture,promote the increase of farmers’ income,and help the overall revitalization of the countryside. |
