Objectives To understand the state of the major chemical hazards factors and protective measures in all levels institutions of disease control and prevention(CDC) in Gansu, and to Provide the basis for drafting criterion for occupational protection at the laboratory of CDC.Methods The study area was located in Gansu Province which was divided into east region, central region, and west region. In each region,2 to 4 city-level CDC was determined as sampling city,in which 2 county-level CDC were selected.Meanwhile, Gansu CDC was also selected.Laboratories and technicians from one province-level CDC,9 city-level CDC,and 14 county-level CDC were surveyed. The survey was carried out by means of site investigation and questionnaire.Data was analyzed using t'-test,chi-square test, and logistic regression model after input into Epidata software. The analysis was performed by SPSS 13.0 software. Results 38 laboratories and 108 technicians from 24 CDC at all levels were surveyed. The survey showed that the Frequency of respiratory tract stimulation was the highest, which amounted to 83.5%of chemical hazards in the labs technicians. It is followed by chemical skin burns, which amounted to 47.6%of chemical hazards. As results,29.5% laboratories were not equipped with ventilation cabinet / exhaust enclosures.Furthermore, 51.9%of all compressed gas cylinders were open stored without quarantine measures. More than 2/3 laboratories are not equipped with eye wash, and nearly 90%laboratories without emergency shower. The technicians in the laboratory thought that the lack of sufficient funds(74.8%) and laboratory management systems were not fully implemented (47.7%) were the main reasons caused insufficient protection of chemical hazards. Statistical analysis showed that several factors affected the incidence of respiratory tract stimulation, which included 1) whether the laboratories's instruments were maintained and checked periodically;2) whether there is a safety management system in the laboratory;3) whether the protective materials are comfortable to wear, and 4) whether operating lapse frequently occurred,5) whether the chemical drugs were stores suitably; and 6) whether frequency of using corrosive substances is very high,in with the pre-four factors are main. Conclusions The situation of the chemical hazards protection in CDC of Gansu province is not optimistic. It is very urgently that occupational protection norms against laboratory chemical hazards in the CDC should be quickly constituted. There are potential safety problems in the Laboratories;protective facilities should be further improved;emergency capability needs to be raised;laboratory management systems were not perfect,It is important that establishing responsibility system for laboratory chemical protection.More importance should be attached to the capacity building of staffs and protection. The training of the practiced persons and financial input should be reinforced. The laboratory management system should be well implemented and the protection equipments and individual protection appliances should be equipped completely. All in all, such measures should be taken to reduce the dangerous elements to the lowest, thus the health of technicians of laboratory can be guaranteed effectively.
