At present, the career development of Laos female civil servants at the grass-roots level is faced with many problems due to some reasons such as national policies, female civil servants psychological, physiological, society, and family. This research analyzed the career development of female civil servants at the grass-roots level in Vientiane city through questionnaire survey, including career development satisfaction, self-awareness, achievement motivation, organizational support for career development and work family balance relations. This research also analyzed the career development problems and the purposes of female civil servants in an institution, social and individual level.This research learned that the career development problems of female civil servants at the grass-roots level career were low career satisfaction, lack of self-knowledge, low achievement motivation, insufficient organizational support, and work and family conflict. This research put forward related suggestions from system, social and individual level. For female civil servants, this research was helpful for them to better realize their own problems and their work environment, so as to better plan their career development. For the government, this research was helpful for it to understand female civil servants at the grass-roots level, and solve their career development problems; For families, this research would reduce female civil servants work and family conflict effectively, and reduce the family factors influence on female civil servants career development.
