After entering the new era,China's civil servant system has been constantly improved,attracting more and more women to choose to enter the government.According to a 2016 release of "Chinese women's development compendium(2011-2020)" interim monitoring statistics,according to a report in recent years,the central authority and its directly affiliated institutions new hiring civil servants in female than increase year by year,more than half of the total,where new employment proportion of female civil servants has increased significantly,has increased from 40.2%to 44.1%.Although equality between men and women has been basically achieved at the "threshold" of civil service,the multiple obstacles faced by female civil servants in their career development have not been completely solved.Grass-roots government agencies is the most close to the Volkswagen group,female civil servants is an important part of grass-roots government agencies,research of female civil servants at the grass-roots level career development factors and difficulties,puts forward policy suggestions to perfect the grass-roots civil servants career development dilemma,not just to improve female civil servants at the grass-roots level of work and life,but also can promote the civil service system in our country is more optimized,better service for the masses.This paper takes the career development of grassroots female civil servants in W city as a research sample,analyzes the problems existing in the career development of grassroots female civil servants through questionnaires and case interviews,and proposes targeted countermeasures.The introduction mainly introduces the research background and significance of this paper,and on the basis of consulting a large number of relevant materials,summarizes the domestic and foreign research results on the career development of female civil servants.The first chapter clearly defines the key concepts of "civil servant","grassroots female civil servant" and "career development".The second chapter summarizes the status quo of the career development of grassroots female civil servants in W city,and affirms the achievements of the career development of grassroots female civil servants,including stronger enterprising consciousness,improved comprehensive quality,and increasing female proportion.The third chapter analyzes the career development difficulties of grassroots female civil servants such as job burnout,insufficient organizational support,"work-family" role conflict,career interruption period,"glass ceiling" in upward mobility,and analyzes the reasons.The fourth chapter,aiming at the problems in the development of grassroots female civil servants,points out that the countermeasures and Suggestions to solve the problems are put forward systematically from the aspects of enhancing the self-cognition of female civil servants,alleviating the "family-work" role conflict,strengthening the construction of administrative organizations,and shaping the culture conducive to the career development of women.The conclusion part makes a comprehensive summary of the whole paper.
