The paper makes systematic research on sustainable development in special district that the natural resources are roughly exploited. The paper integrates theory and practice, combines qualitative and quantitative analyses, blends the whole and components. The article starts with making a research on the district that the natural resources are roughly exploited and studies the theory of sustainable development. The article puts forward the initiative concept of the natural resources roughly exploited district and makes itsquantization, points out the divergence of the natural resources exploitedi' district and the natural resources excessively exploited district and thecharacters of the natural resources roughly exploited district. The author summarizes the research methods and contents of the natural resources roughly exploited district and analyzes the characters of the natural resources roughly exploited district named Gongyi city. Based on the reference comment on sustainable development at home and abroad, the paper designs the indicator system of sustainable development of the natural resources roughly exploited district and systematically analyzes time-space change. It points out that Gongyi city is changing from weakness to the stronger. The ability of sustainable development has the difference in inner Gongyi city. The regional economy actual strength and society development index more contribute to the ability of sustainable development, and regional resources exploited and environment quality level restraint its ability more and more. After this, the paper puts forward the correspondent strategies of sustainable development.
