The paper makes systematic research on sustainable development in special district that the natural resources are roughly exploited. The paper integrates theory and practice, combines qualitative and quantitative analyses, blends the whole and components. The article starts with making a research on the district that the natural resources are roughly exploited and studies the theory of sustainable development. The article puts forward the initiative concept of the natural resources roughly exploited district and makes itsquantization, points out the divergence of the natural resources exploitedi' district and the natural resources excessively exploited district and thecharacters of the natural resources roughly exploited district.
