Based on the work experience in CSC 2000 Substation Automation System, some problems in decentralized substation automation were discussed in this paper. Firstly, this paper reviewed the development of substation automation in China to demonstrate that the decentralization is an inevitable trend. Then this paper discussed some problems in decentralized substation automation, such as clock synchronization, integrated lED design, lED platform design and substation data communication. Clock synchronization is a serious problem in decentralized automation system; this paper discussed 6 factors that affecting the precision of clock synchronization also with 4 suggestions to improve it. In one word, the GPS technology can be applied in the decentralized substation automation system to fulfill accurate clock synchronization. The bay design is important, and through integrated design, substation automation can be more efficient than conventional protection and control system. But integrated lED design will cause frequently modification, so the lED must be constructed with hardware and software platform. But till now, there was not a uniform hardware and software platform for control and protection. This paper presented some practical work on the design of hardware and software platform, and 5 criterions of uniform hardware and software platform were listed. At the last chapter, this paper compared the UCA and the IEC 60870-5-103 standard based on some study work. According to these study, this paper concluded that the widely use of UCA or IEC 61850 standard will make the substation automation a node of power utility communication architecture in the near future.
