Integrated optimal distribution of water quality and quantity for a region is studied systematically in this dissertation, which mainly comprise as following:(1) The research tendency about the water resources optimal distribution is expounded, on the base of summarizing the existing research results of the domestic and overseas.(2) Setting from the standpoint and principles of ecology economics, the characteristic of water resources ecology economic system and ecology economic characteristics of waters resources are analyzed, the conception and principles of the integrated optimal distribution of water quality and quantity are put forward, the conception model and the corresponding model system frame of the integrated optimal distribution for a region are established.(3) The multi-objective model of the integrated optimal distribution of water quality and quantity for a region is set up coupling water quality with water quantity in a region, the resolving method for the model is proposed based on Particle Swarm Optimizer (PSO) ; the assessment Artificial Neural Networks (ANN) model ,used for evaluating the water resources utilization effect of the optimal distribution, is built; the sustainability assessment criterions of development for the optimal distribution scheme, and the measure index for sustainability of system development are put forward.(4)The risk analysis program and the model system of distinguishing the major risk factors about the optimal distribution scheme are proposed; the Monte Carlo random simulation model for risk analysis of the optimal distribution is built, combining the subjective and objective probability distribution, coupling Monte Carlo random simulation technique and the multi-objective model with the certainty assessment model.(5)Aimed at the integrated optimal distribution scheme in Anyang region and the assessment of the optimal distribution scheme in Yellow River Basin respectively, the application research of the model and method is carried out; the integrated optimal distribution results for Anyang region, on condition of 50% rainfall guaranteed rate and water demand level in 2010, and the certainty and uncertainty assessment results of 79 integrated optimal distribution schemes in yellow river basin, are obtained.(6)Combining the theory and the application research results, the conclusion and the questions need to be studied deeply are presented.
