The reasonable highway scale is one of the most important parts of the Western China's traffic planning. From the point of view of highway construction during the strategy of the Western China development, the author adopted the thinking of system theory and integrated theoretic and case analysis, presented development objective and planning scheme and reasonable scale of highway construction, put forward theory, technique and mathematic model for programming the reasonable highway scale. This paper tried to formulate qualitative conclusions and evidence for superstructure, which are the same with the physical geography, social conditions and economic development of the Western China, Which do good for the development of highway construction in Western China and promote China's national unity, social promotion and economic development.The author investigated the influencing factor of construction scale of highway in the Western China such as physical geography, social condition, economic evelopment, ecological environment and traffic character, discussed the relationship between the highway construction and the strategy of the Western China development, analyzed the gap between the Western China highway construction and overseas traffic evelopment, forecasted the trend of the Western China's highway traffic in the future, and parsed the primary effect of road traffic in Western China.After the sufficient analysis of the influencing factor, this paper improved and used the method of impersonal weighted degree of grey correlation degree to comprehensive appraise the adaptability between the whole Western China's highway construction and economic development. This provided theoretical principle for the western China's highway construction; and improved and used Data Envelopment Analysis to sequencing the situation of each province's adaptability between highway construction and economic, and provided decision-making for building sequence and key projectts.
